The Oregon Department of Veterans’ Affairs has (1) full-time opportunity available for a Program Analyst 3 (Women Veterans Coordinator) located at ODVA Headquarters in Salem, Oregon in a hybrid (work from home/in-office work schedule).
This is a permanent, union represented position within the Appeals & Special Advocacy Division.

What you will do

As ODVA’s Women Veterans Coordinator, you will be responsible for ensuring the effective functioning and accountability of the organization’s fiscal operations. Key responsibilities include:
Coordinate ODVA’s statewide women veterans program to focus on identifying and addressing barriers to women veteran’s access to benefits and resources
Through direct engagement, ensure Oregon women veterans can access federal and state benefits, including:
Medical services
Behavioral health services
Other supportive resources that promote long-term well-being
Lead proactive advocacy efforts on behalf of women veterans across the state
Serve as a liaison with local, state, and federal partners regarding benefits and entitlements
Advise executive leadership on key issues impacting women veterans
Identify and work to eliminate systemic and practical barriers to benefit access
Promote equitable access to earned benefits for women veterans throughout Oregon

What are we looking for

Program Analyst 3 Minimum Qualifications
A Bachelor\’s Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program
OR;
Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.
Candidates who are most competitive will also reflect the following requested skills:
Extensive experience managing complex caseloads, resolving challenges through advocacy, and developing solutions to improve client access to benefits and services
Strong background in public speaking and community engagement
Proven ability to serve as a liaison between local, state, and federal officials, building collaborative relationships to advance program goals.
Experience managing budgets and reporting requirements for fundraising and public engagement events
Comprehensive understanding of the inner workings of federal, state, and local governments, and how they interact and complement one another
Skilled in Microsoft Office Suite (Outlook, Excel, Word, PowerPoint) and communication platforms; experience with case management databases
Additional Requirements

This position requires successful completion of a fingerprint based criminal history background check through the Oregon (LEDS) and National (NCIC) law enforcement data systems. A valid Oregon or Washington State driver’s license is required; must also undergo a Motor Vehicle Record (MVR) check, with ongoing monitoring as a condition of continued employment.
Working Conditions

This position will be based out of ODVA’s Salem Office; however, the successful candidate will be eligible for hybrid (work from home/in office) work schedule. Arrangements for hybrid work must be discussed and agreed upon with the Hiring Manager before your start date, and they may be adjusted at any time based on job responsibilities and business needs.
Remote work is evaluated periodically to ensure business needs are being met and can be adjusted at any time. ODVA will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. This position requires periodic and as‑needed travel to the ODVA Salem office and various sites throughout the state. At ODVA, you will have a dedicated workstation; however, you may still work in spaces that are shared with other employees.
