Job Overview
The Oregon Department of Veterans’ Affairs (ODVA) is a State of Oregon agency dedicated to serving and honoring veterans, their families, and survivors through partnership and advocacy. ODVA is currently offering full‑time, permanent, union‑represented positions for Accountant 2 (Accountant) located at ODVA Headquarters in Salem, Oregon.

These positions are within the Financial Services Department and may be filled at the Accountant 1 level as an underfill. Employees appointee at the Accountant 1 underfill level must meet the Minimum Qualifications for Accountant 2 within 36 months.

Responsibilities

Serve as a technical expert on diverse accounting matters, including fiscal operations, internal controls, reconciliation, reporting, and compliance with laws, regulations, policies and procedures.

Evaluate and reconcile complex accounts, resolve discrepancies, and prepare accurate financial reports that ensure consistency and reliability across the organization.

Interpret and apply governing regulations and policies to assigned operations, ensuring that all financial activities comply with applicable guidelines and standards.

Collaborate with team members and other departments to complete moderately complex assignments accurately and on time, providing guidance and support to ensure adherence to fiscal procedures.

Recommend and evaluate enhancements to accounting operations to improve efficiency and better meet organizational needs, leveraging available technology to streamline processes and reporting.

Accountant 2 Minimum Qualifications

Possession of a Certified Public Accountant or Certified Government Financial Manager certificate AND two years of accounting experience equivalent to Accountant 1 work (including setting‑up ledgers, account codes and controls, and modifying accounting systems).

OR A bachelor’s degree in accounting, or a discipline that includes 32 quarter (21 semester) credit hours in Accounting and two years of equivalent accounting experience (as above).

OR 32 quarter (21 semester) credit hours in Accounting AND four years of related accounting experience that includes classifying, analyzing, reconciling financial data and records; designing and installing modifications of accounting methods, procedures, forms, and records; preparing financial statements and reports; analyzing and interpreting laws, regulations, codes, and ordinances to ensure legality; and making recommendations related to accounting transactions and account relationships.

Accountant 1 Minimum Qualifications

Possession of a Certified Public Accountant or Certified Government Financial Manager certificate; OR

A bachelor’s degree in accounting; OR

Successful completion of the State of Oregon Accounting Career Mobility Program or equivalent certification; OR

32 quarter (21 semester) credit hours in Accounting AND two years of technical, para‑professional accounting experience (including classifying, analyzing, reconciling financial data and records; designing and installing modifications of accounting methods, procedures, forms, and records; preparing financial statements and reports; analyzing and interpreting laws, regulations, codes, and ordinances; and making recommendations related to accounting transactions and account relationships).

Additional Requirements
Successful candidates must complete a fingerprint‑based criminal history background check through the Oregon (LEDS) and National (NCIC) systems. A valid Oregon or Washington State driver’s license and continuous monitoring of the Motor Vehicle Record (MVR) are required.
