What you will do
As Accountant 3, you will be responsible for bond compliance and oversight.
Monitor loan activity to ensure proper assignment to the appropriate bond series
Establish and maintain accounting codes when new bonds are issued
Update the Electronic Municipal Market Access (EMMA) system with required information
Provide stockpiled and pipeline loan data
Prepare arbitrage reports as needed
Update financial statement note disclosures at year-end with relevant bond information
Compile and report data

What are we looking for?
Minimum qualifications ensure the candidate can design and modify accounting systems and operate with fiscal accountability. Candidates must meet one of the following:
Possession of a Certified Public Accountant or Certified Government Financial Manager certificate and three years of accounting experience equivalent to Accountant 2 work.
A Bachelor’s degree in Accounting (or related field with 32 quarter/21 semester credit hours in Accounting) and three years of related accounting experience equivalent to Accountant 2 work.
32 quarter (21 semester) credit hours in Accounting and five years of related accounting experience, including complex financial data analysis and accounting system modifications.
15 quarter (10 semester) graduate-level accounting credit hours may substitute for one year of accounting experience. Graduate-level courses may not be used to satisfy the experience requirement.
Candidates who are most competitive will also reflect the following skills:
Strong collaborator across teams and external partners, including Treasury, financial partners and state agencies
Skilled in financial research and policy interpretation to ensure compliance and accuracy
Detail-oriented in managing complex financial data and reporting requirements
Highly organized with strong time management and ability to meet multiple deadlines independently
Additional Requirements
This position requires successful completion of a fingerprint-based criminal history background check through the Oregon (LEDS) and National (NCIC) systems. A valid Oregon or Washington State driver’s license is required; must undergo an MVR check with ongoing monitoring as a condition of continued employment.
Working Conditions
ODVA values diversity and inclusiveness. This position will be based in Salem, with the possibility of hybrid (work from home/in-office) arrangements. ODVA may adjust remote work based on business needs and will provide necessary equipment for remote work. Some travel to ODVA offices/sites may be required.
