The Program Finance Analyst contributes to the Spectrum Superiority (S2) Sector by managing program finances, ensuring accurate earned value management and financial reporting to support national security missions.
Essential Functions
Acts as the subject matter expert for financial performance, providing early warning of potential issues, identifying risks and offering solutions.
Guides program financials, including development of time‑phased integrated budgets, Earned Value compliance and reporting, cost accounting, and ongoing cost‑schedule integration.
Conducts budgeting, cost control, variance analysis, internal and external reporting, risk management, and financial support.
Develops quarterly Estimate at Completion (EAC) projections; assists in accurate projection of Estimate to Complete (ETC) and Latest Revised Estimate (LRE).
Generates program financial artifacts such as EV reports, graphs, and analyses for customer reporting.
Educates PMO and CAMs with internal reports on cost and schedule performance.
Provides suggestions and implements new process‑improvement initiatives.
Performs ad‑hoc analysis, data‑integrity checks, and validations related to program financials.
Mentors junior analysts on conducting investigations and identifying root causes of problems.
Required Qualifications
Bachelor’s degree and a minimum of 6 years of relevant finance experience.
Graduate degree and a minimum of 4 years of related finance experience.
In lieu of a degree, a minimum of 10 years of finance experience.
Preferred Qualifications
Significant knowledge of Earned Value and EVMS.
Advanced experience with Excel and other Microsoft Office tools.
Experience creating financial forecasts.
Working knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP).
Ability to build collaborative relationships, earn trust, and thrive in an inclusive environment.
Broad experience with business financial management techniques, including government and commercial contracts, earned‑value analysis, cost analysis, financial planning, cash flow, progress payments, and billing milestones.
Experience with Deltek Cobra, Empower, PM Compass, and SAP.
DoD contractor experience preferred.
Experience with full EVMS contracts and CSDR submittals.
