Basic Purpose
Positions in this job family perform human resources management activities, apply laws, rules and standards related to personnel and payroll administration, and may focus on specialized areas such as compensation, classification, recruiting, grievance management, personnel selection, employee benefits or employee transactions.
Typical Functions
Perform human resources management, personnel, or payroll administration activities involving the interpretation and application of rules, laws and policies.
Complete classification studies, job audits and develop job descriptions, specifications, and organization charts to describe positions and duties.
Conduct wage and salary surveys, prepare recommendations for salary changes, and determine authorized changes for appointments, promotions, transfers, etc.
Administer agency payrolls and benefits programs, including Fair Labor Standards Act provisions, leave, workers’ compensation, insurance, retirement and special programs such as daycare and charitable contributions.
Collect and analyze data on personnel selection procedures, develop selection tests, and prepare statistical reports.
Conduct centralized or agency recruiting activities, prepare recruiting announcements, interview applicants, provide job counseling, administer minority recruitment programs, and visit schools and colleges.
Administer agency grievance program, counsel employees on procedures, and conduct investigations.
Prepare, process, review, analyze, or approve employee personnel transactions; ensure compliance with applicable laws for appointments, promotions, demotions, transfers and separations.
Interpret rules and laws concerning personnel actions; advise staff, employees, supervisors and managers on personnel issues.
Maintain a system of employee personnel records.
Level Descriptors
Level I:
Routine professional work involving various personnel management activities such as reviewing actions, evaluating job applications, conducting interviews, counseling employees and preparing certificates of eligibles.
Level II:
Full range of professional work with high independence, potential to provide training or guidance to lower level staff, but generally no supervisory duties.
Level III:
Advanced level work with independent responsibility for specialized programs, supervision or training of other specialists, and coordination of broad activities.
Education and Experience
Level I:
Bachelor’s degree or four years of technical human resources experience or an equivalent combination.
Level II:
Bachelor’s degree plus one year professional HR experience, a master’s degree in a related field or four years technical HR experience plus one year professional experience. Experience must be primary to the role.
Level III:
Bachelor’s degree plus two years professional HR experience, a master’s degree in a related field plus one year professional experience, or an equivalent combination. Experience must be primary to the role.
Knowledge, Skills, Abilities and Competencies
Level I:
Knowledge of HR policies, records maintenance, business communication; ability to establish and maintain working relationships and apply rules and policies.
Level II:
Knowledge of HR policies, Merit Rules, the Oklahoma Personnel Act, and related laws; ability to analyze and interpret rules, maintain relationships, and apply policies.
Level III:
Same knowledge as Level II with added ability to perform highly independent work and analyze complex situations.
Special Requirements
Willingness and ability to fulfill all job‑related travel normally associated with the position.
