Principal Human Resources Specialist (Workers' Compensation) – Hybrid, Hartford, CT

Overview
The State of Connecticut, Department of Administrative Services (DAS), is seeking two Principal Human Resources Specialist positions to serve as Workers’ Compensation Pod Leaders within the centralized Human Resources Workers’ Compensation Program. These roles provide operational leadership for a high‑volume, complex caseload across multiple agencies.

Key Responsibilities

Lead a Workers’ Compensation team and manage end‑to‑end employee injury claim handling.

Provide guidance, oversight, and technical expertise to ensure timely, compliant claim processing.

Coordinate with the State’s Third‑Party Administrator and promote effective return‑to‑work practices.

Ensure statutory compliance and accurate execution of Workers’ Compensation operations statewide.

Communicate with labor and agency partners to maintain cooperative relationships.

Prepare and review reports, manuals, and correspondence related to the program.

Lead the processing of workers’ compensation claims and related duties.

Required Qualifications

Eight (8) years of professional experience in human resources management or related fields.

At least one (1) year at the full working level in HR management, equal opportunity, or labor relations.

Experience supervising and leading a team to meet goals.

Knowledge of HR management principles, state and federal laws, regulations, policies, and collective‑bargaining agreements.

Strong interpersonal, oral and written communication, and conflict‑resolution skills.

Ability to supervise, plan strategically, and apply innovative solutions to organizational problems.

Preferred Qualifications

Experience interpreting statutes or regulations to make Workers’ Compensation case‑management recommendations.

Experience leading coordination with stakeholders to resolve Workers’ Compensation issues.

Experience analyzing workflows to improve efficiency, accuracy, and overall performance.

Experience training staff on Workers’ Compensation processes.

Experience using Workers’ Compensation data or trend analysis to inform operational decisions.

Additional Requirements

Incumbents may be required to possess and retain a valid Motor Vehicle Operator’s license.

Incumbents may be required to travel.
