Job Summary
Performs highly complex professional accounting and financial reporting duties to ensure compliance with governmental accounting standards, financial policies, and internal controls. Focus on the monthly close process, including balance sheet reconciliations, general ledger detail reviews, and financial reporting. Primary responsibilities also include general ledger accounting, cash and investment management, debt management, capital assets, grant accounting, project accounting, and revenue/expenditure management. Prepares audit schedules and supplemental information for the City’s annual comprehensive financial report (ACFR) and operates with considerable independence to complete complex finance and accounting projects.

Salary & Location
Salary: $84,045.99 – $124,766.86 annually. Location: Goodyear, AZ. Job Type: Full‑Time. FLSA: Exempt.

Key Responsibilities

Leads the Finance team, providing guidance during implementation of new technology and ensuring excellent customer service.

Manages and monitors staff, reviews and approves accounting transactions and financial reports.

Prepares audit schedules, financial statements, notes, and budgets for the ACFR.

Identifies and implements applicable GASB pronouncements and statements, and ensures correct accounting for irregular and uncommon transactions.

Manages lease agreements, development agreements, grants, promissory notes, contracts, and other legal documents.

Performs complex monthly balance sheet reconciliations to ensure assets, liabilities, and related reports reconcile properly.

Reconciles, allocates, and records investment activity, state shared revenues, property tax revenues, franchise fees, and other revenues.

Analyzes grant revenues, prepares schedules of federal awards, and supports the annual single audit of federally‑funded programs.

Reviews, reconciles, and analyzes capitalization transactions; prepares fixed asset rollforward schedules.

Maintains debt schedules, processes payments, monitors compliance with debt agreements, and incorporates payments into cash forecasts.

Partners with departments to manage financial/accounting system configuration and ensure revenue reconciliation across platforms.

Develops policies and procedures to strengthen internal controls over financial information.

Oversees financial accounting software, databases, and enterprise resource planning tools, managing user roles and security.

Delivers training on financial concepts, policies, procedures, and systems.

Performs additional duties as assigned.

Qualifications

Bachelor’s degree in accounting, finance, or related field.

Minimum five years of related municipal accounting experience.

Proficiency in double‑entry bookkeeping, trial balance integrity, and recent (past 12 months) use of accounting ERP systems.

Strong knowledge of governmental accounting practices, GASB, and related standards.

Excellent analytical, critical‑thinking, and problem‑solving skills.

Strong interpersonal skills and ability to collaborate with cross‑functional teams.

Demonstrated ability to work independently and manage complex projects.

Competency in Microsoft Office and various financial software (MUNIS, Tyler, etc.).

Effective written and verbal communication with council members, city management, and staff.
