Individuals hired in this position have the opportunity to progress up to $152,030/year, which is the maximum salary for this position as of December 2025.

POSITION SUMMARY
Under the direction of the Finance Director, the Assistant Finance Director serves as a key member of the Finance Department leadership team and oversees the City’s accounting operations. This position is responsible for ensuring the accuracy, integrity, and timeliness of the City’s financial records and reporting.

The Assistant Finance Director leads the preparation of the City’s Annual Comprehensive Financial Report (ACFR) and coordinates the annual external audit, under the direction and review of the Finance Director. This position serves as the primary technical accounting resource for the organization, oversees the accounting division, and supports department‑wide initiatives related to financial reporting, internal controls, and compliance.

The Assistant Finance Director acts on behalf of the Finance Director in their absence and supports the overall leadership and management of the Finance Department.

ESSENTIAL FUNCTIONS / TYPICAL WORKING / MENTAL DEMANDS / WORKING CONDITIONS

Oversees the day‑to‑day operations of the City’s accounting division, including general ledger, accounts payable, financial reporting, and month‑end and year‑end close processes.

In coordination with the Finance Director prepares the City’s Annual Comprehensive Financial Report (ACFR), ensuring compliance with GAAP, GASB, and all applicable regulatory requirements.

In coordination with the Finance Director supports the City’s annual external audit, serving as the primary point of contact for auditors, preparing audit schedules, and ensuring timely and accurate completion of all audit requirements.

Ensures the accuracy and integrity of the City’s financial records and reporting, including monthly, quarterly, and annual financial statements.

Develops, implements, and maintains internal controls and financial processes to safeguard City assets and ensure compliance with applicable laws, regulations, and policies.

Updates and maintains procedure manuals on all accounting related processes (journal entries, accounts payable, accounts receivable, etc…).

Provides technical accounting guidance and leadership to Finance Department staff and other City departments, including research and implementation of new accounting standards and best practices.

Supervises and develops accounting staff, including delegating work assignments, providing training, evaluating performance, and promoting cross‑training and professional development.

Assists the Finance Director with debt‑related and grant‑related financial reporting and compliance, including continuing disclosure requirements, grant reporting requirements and coordination with financial advisors and bond counsel.

Assists in the development and enhancement of financial systems, reports, and processes, including ERP functionality and financial reporting tools.

Manages the City’s GASB 87 lease accounting software to ensure accurate lease identification, data entry, calculation of lease liabilities and right‑to‑use assets, generation of amortization schedules, preparation of journal entries, and production of audit‑ready reports and disclosures for annual financial reporting.

Acts on behalf of the Finance Director in their absence, providing leadership, decision‑making, and representation of the department as needed.

Performs other related duties as assigned.

TYPICAL PHYSICAL / MENTAL DEMANDS / WORKING CONDITIONS
Comfortable working conditions. Intermittent sitting, standing, and walking. Light physical effort handling light weights. Considerable exposure to stress as a result of human behavior. Attendance at night meetings or irregular working hours may be required.

QUALIFICATIONS
Education:

Graduation from accredited college or university with a bachelor’s degree in accounting, finance, or closely related field.

Experience:

Minimum of four (4) years of progressively responsible experience in accounting, of which two (2) years must have been in a supervisory capacity. (Prefer governmental accounting experience).

Licenses and/or Certifications:

Preferred certification as a CPA in the State of Utah or CPFO designation by GFOA.
