Are you an HVAC professional looking to bring your skills to state service? The State of Connecticut Department of Developmental Services (DDS) has a vacant Qualified Craft Worker (QCW) HVACR position in the Maintenance Unit of the DDS Fiscal Division, based in Meriden.
Position Highlights
Location: Meriden, CT
Shift: Full‑time, first shift, 37.5 hours per week (7:00 AM – 3:00 PM, Monday through Friday)

Your Role
Provide significant support for the ongoing maintenance and oversight of nineteen (19) Community Living Arrangements (CLAs), including three respite homes and four office buildings. Manage and maintain HVAC and mechanical systems, ensure compliance with licensing regulations and the State Fire Marshal’s Office, and support energy‑efficiency efforts. Duties also include routine and emergency maintenance, and snow removal during regular and after‑hours periods.
Examples of Duties
Perform highly skilled HVACR tasks in accordance with trade practices and codes
Operate, maintain, repair, install, modify, and assemble air‑conditioning and refrigeration equipment
Determine required cooling capacity for units and use psychometric charts
Control and measure air flow, room air changes, and pressurization
Monitor computerized control systems and perform tests for fuel gravity and gas leaks
Add water‑treatment chemicals to boilers and keep records
Estimate time, personnel, materials, and procure necessary supplies
In smaller trade areas, act as sole worker for the trade area
Install, modify, repair, and assemble electrical or pneumatic controls for HVAC equipment
Inspect and repair steam traps, remove pipe insulation, and act as liaison with other units
Respond to fire and emergency situations at state‑owned airports
Knowledge, Skill & Ability
Considerable knowledge of standard tools, materials, methods, and HVACR trade practices
Interpersonal, oral, and written communication skills
Ability to prepare estimates, keep shop records, and use computer software
Minimum Qualifications – General Experience
Four (4) years of experience in heating, ventilation, air conditioning, and refrigeration trade tasks.
Minimum Qualifications – Special Experience
Two (2) years of the General Experience must have been performing skilled HVACR trades.
Minimum Qualifications – Substitutions Allowable
Vocational or technical school diploma in a maintenance trade area (two years of General Experience are substituted)
University of Connecticut Facilities Internship Training Program completion (may substitute General and Special Experience)
Qualification as a Qualified Craft Worker Trainee in a maintenance trade area (two years substitute)
Technical duties performed on a military base, aircraft carrier, or large compound (year‑for‑year substitution)
Preferred Qualifications
Experience with large buildings and homes
State of Connecticut S1 license possession
Effective communication with supervisors, vendors, utilities, inspectors, and contractors
Proficient in Microsoft Office Suite (Office365, Outlook, Teams)
Experienced in research and project scoping using HVACR components, training modules, vendor quotes and invoices
Scheduling work and prioritizing duties
Experience with automated building controls in the HVAC field
Special Requirements
Require possession and retention of appropriate current licenses, permits, or certifications for the HVAC or related trade
Physical & Working Conditions
Must have adequate strength, stamina, agility, visual and auditory acuity, and maintain physical fitness for duties
Physical examination may be required
May need to lift moderate to heavy weights and use protective equipment (respirators, safety goggles)
May encounter hazards such as asbestos, PCB, PFAS, extreme weather, and environmental conditions; hazardous materials training may be required
