Overview
Do you have six (6) years of experience in writing, implementing and/or evaluating individual client programs for individuals with an intellectual disability or other related conditions, and one (1) year of experience on an interdisciplinary team addressing the residential, programmatic or educational needs of such individuals? Examples of Duties
Perform on‑site inspections, reviewing, monitoring and evaluating programs and services.
Observe interactions between staff and individuals served, conduct interviews with staff, individuals, and family members or guardians.
Interpret federal and state regulations related to facilities under jurisdiction.
Prepare reports on facilities, programs, and/or agency findings for compliance with federal and state regulations and communicate results.
Maintain records of inspections and subsequent recommendations.
Meet with providers in cases of non‑compliance and suggest corrective plans as needed.
Provide ongoing consultation and technical assistance regarding program standards.
Investigate complaints regarding licensed or certified facilities, programs, and agencies.
Identify serious health or safety threats and recommend corrective action.
Assess outcomes of corrective actions and follow‑up items.
Conduct outreach to family members or guardians.
Review and evaluate medical records, individual plans, case notes, legal and fiscal documents.
Assist in developing regulations, policies, and standards for quality assurance.
Research, analyze, and contribute to the development and implementation of new quality measures and methods.
Determine appropriateness of individual services and supports on an ongoing basis.
Prepare data for legal proceedings regarding service quality to individuals served.
Participate in administrative and legal proceedings as required.
Coordinate team inspection procedures.
Perform related duties as required.
Knowledge, Skill, and Ability
Knowledge of:
Relevant state and federal laws, statutes, and regulations.
Principles and practices of inspection, evaluation, compliance, and quality improvement.
State policies and local ordinances.
Principles and practices of health and fire inspectors.
Modern methods of care, treatment, and education for individuals with intellectual disability.
Skills:
Interpersonal skills.
Oral and written communication skills.
Ability to:
Perform inspections and individual reviews.
Utilize computer software.
Evaluate active treatment services.
Minimum Qualifications
Six (6) years of experience in writing, implementing, and/or evaluating individual client programs for individuals with an intellectual disability or related conditions.
One (1) year of that experience must include work on an interdisciplinary team addressing residential, programmatic, or educational needs of such individuals.
For state employees, this internal experience is interpreted at the level of Supervising Developmental Services Worker 1 or 2.
Substitutions:
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling six (6) months of experience, up to a maximum of four (4) years for a Bachelor's degree.
A Master's degree in the behavioral sciences, child development, counseling, education, nursing, psychology, or licensure as a Physical Therapist or Occupational Therapist may be substituted for one (1) additional year of the General Experience.
Preferred Qualifications
Experience working with DDS qualified providers.
Experience performing physical plant assessments, inspections, and quality audits.
Experience conducting interviews.
Experience writing detailed reports and summarizing findings.
Experience negotiating plans of correction and overseeing implementation.
Experience making quick, rational judgement calls.
Experience working independently.
Demonstrated time‑management and organizational skills.
Experience using web‑based systems and video conferencing platforms (e.g., QSR applications, therap, medisked, evlove).
Special Requirements
Incumbents may be required to possess a current Connecticut license for the appropriate disciplines.
Incumbents may be required to travel.
