Description
Under the direction of and reporting independently to the Senior Program Manager, the Program Manager will be responsible for the planning and implementation of the assigned projects portfolio for JFK airport. This position will be based at JFK airport. The Program Manager will coordinate with the Facilities Planning Division, as well as the airport's Operations and Maintenance Units in determining short and long‑term objectives. Successful candidate will be required to apply, obtain and be able to maintain Security Identification Display Area (SIDA) Card and airfield driving privileges.

Responsibilities

Supervise the daily activities of Senior Project Manager and Project Manager in the initiation, planning, executing, monitoring and close‑out for assigned projects

Review project scope and coordinate with key stakeholders to ensure desired outcome

Ensure projects are managed on schedule and on budget, reviewing and determining risk associated with schedule recovery plans

Ensure key stakeholder involvement in the life cycle of the projects

Coordinate with Engineering for quality, timeliness and cost efficiency of work delivered

Oversee and review outside Agency involvement and the execution of Right of Entries, force accounts and other required agreements

Guide and lead the assigned senior/project managers to ensure successful completion of CPOC (Capital Project Oversight Committee) and Board authorizations

Minimum Qualifications

Bachelor’s Degree in Engineering or Architecture from an accredited college or university

Minimum of 8 years, progressively responsible project management experience in concurrent, complex infrastructure‑related capital and operating projects; demonstrated experience supporting design, construction and procurement for construction contracts

Demonstrated experience coordinating design efforts and/or construction activities

Demonstrated supervisory experience (both performance management and project initiatives)

Demonstrated knowledge and experience in reviewing and commenting engineering contract documents (i.e., contract drawings, contract book) for scope/schedule/budget conformance

Demonstrated experience with policies, procedures and capital authorization processes related to project development, implementation and management

Possess strong interpersonal, leadership, negotiation and problem‑solving and decision‑making skills including demonstrated experience interacting with executive management along with tenants and key stakeholders

Exceptional verbal and written communication skills, with the ability to influence and engage diverse stakeholders

Possess valid driver’s license

Desired Qualifications

Professional Engineer (PE) or Registered Architect (RA) in the State of New York or New Jersey

Certified Project Management Professional (PMP)

Experience working or managing Aviation/Airside construction projects and familiarity with the Federal Aviation Administration (FAA) regulations (i.e., advisory circulars, 7460, etc.) highly desired

Demonstrated experience managing work groups of Engineers and/or Architects

Demonstrated ability to develop complex strategies to deliver projects and be able to represent the needs of the Agency and Aviation Department to achieve broad business goals in the areas of airport operations, maintenance, facilities, asset management and airport redevelopment and to understand the impact on various stakeholders within and outside the PA

Proven ability to work on fast‑paced projects of significant complexity and risk and effectively utilize limited available resources to achieve complex goals

Demonstrated customer service, decision‑making, problem‑solving and interpersonal skills

Demonstrated experience in the assessment of cost‑benefit and life‑cycle cost analyses, project planning and development and risk management protocols

Demonstrated experience with alternative procurement strategies

The Port Authority of New York & New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors.

The expected compensation range for this role is:

Minimum: $119,678

Midpoint: $155,582

Maximum: $191,490

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In‑person collaboration is essential to how the Port Authority conducts business, and regular in‑office days or team collaboration days may be required on business needs.
