HIGHWAY & CONSTRUCTION LABORER (Highway Operations Technician Series)

Location: 5351 - SAFFORD MAINTENANCE, 3268 US Hwy 191, Safford, AZ 85546
Salary: $37,838 - $50,848 per year; Anticipated Salary: $18.1918 - $24.4464 per hour
Grade: 14 - 19

Job Summary

This series exists to provide and preserve a safe and efficient transportation system for the traveling public, and to be courteous, considerate and prompt in dealing with and serving the public. These positions address incidents that result in roadway closures and perform regular scheduled maintenance on roadways. Positions will be assigned based on experience and qualifications listed below. This position is eligible for a $4,000 hiring incentive.
Job Duties

Highway Operations Worker: $18.19/hr. Grade 14

– Entry level; duties include operation of motorized vehicles and equipment, pavement care and preservation, landscape care and preservation, roadside shoulder restoration and repairs, signing and striping, delivery of equipment and materials, environmental compliance, vehicle and equipment care.
Highway Operations Tech 1: $20.46/hr. Grade 17

– Apprentice classification; perform more advanced duties including operation of motorized vehicles and equipment, pavement care and preservation, landscape care and preservation, shoulder restoration and repairs, signing and striping, delivery of equipment/materials, environmental compliance, vehicle and equipment care.
Highway Operations Tech 2: $22.45/hr. Grade 18

– Journey classification; perform a broad scope of intermediate highway operational duties and/or lead responsibilities. Duties include operation of motorized vehicles and equipment, pavement care and preservation, landscape care and preservation, shoulder restoration and repairs, signing and striping, delivery of equipment and materials, environmental compliance, vehicle and equipment care. May include scheduling, assigning, and overseeing subordinates work, inspecting, training, and guiding staff.
Highway Operations Tech 3: $24.44/hr. Grade 19

– Full journey classification; high-level highway operation duties and supervisor responsibilities, including operation of motorized vehicles and equipment, pavement care and preservation, landscape care and preservation, shoulder restoration and repairs, signing and striping, delivery of equipment and materials, environmental compliance, vehicle and equipment care.
Knowledge, Skills & Abilities (KSAs)

Note: Duties include scheduling, assigning, and overseeing subordinates, inspecting work, and guiding staff in series duties. The preferred and qualification details for each level follow.
Highway Operations Worker

– 6 months of roadways/highway-related experience as determined by the area’s needs (e.g., operating motorized vehicles and heavy-duty equipment, signing/striping roadways, pavement care and preservation, roadway operations, tunnel maintenance, landscape care and preservation).
Highway Operations Tech 1

– 1 year of job-related roadway/highway experience as determined by area needs (e.g., operation of motorized vehicles and heavy-duty equipment, signing/striping, pavement care and preservation, roadway operations, tunnel maintenance, landscape care and preservation).
Highway Operations Tech 2

– 2 years of job-related roadway/highway experience (same scope as Tech 1 with expanded duties).
Highway Operations Tech 3

– 3 years of job-related roadway/highway experience (same scope with potential supervisory responsibilities).
Selective Preference(s)

Highway Operations Worker Requirements:

Arizona CDL (Class “A”) permit within 90 days of hire; Arizona Class “A” Commercial Driver’s license required within 6 months of hire.
Highway Operations Tech 1-3 Requirements:

Arizona CDL (Class “A”) for manual or automatic transmission and a (N) tanker endorsement required prior to start date. Additional endorsements may be required depending on location.
Pre-Employment Requirements

Registration with the FMCSA Drug & Alcohol Clearinghouse is required for all CDL holders. Selected candidates must register and authorize ADOT to conduct limited CDL queries during employment consideration. Register at the Clearinghouse site. The position responds to emergency call-outs (24/7) and requires response to the Maintenance yard within 30 minutes. May involve extreme temperatures, time away from home base, rugged terrain, and high-speed traffic conditions. The position requires lifting/carrying/pushing/pulling up to 50 lbs. All newly hired state employees are subject to E-Verify.
