AGENCY PROJECT ENGINEER/ARCHITECT III

Main Purpose of Job
The full‑time Project Engineer/Architect III position will provide project management and project development services for MDH projects, including agency capital, facility renewal, and operating construction and maintenance projects. Responsibilities include project development, site inspections, and management of agency projects; liaison with the Department of General Services for renovation and construction projects; oversight of new construction, demolition, renovation, maintenance, energy performance projects, building condition and facility assessment surveys, and public works infrastructure systems. The role supports MDH in emergency responses and prepares project programming and scopes of work for contracting AE services. Additional duties include cost estimating, budgeting, and development of capital improvement program statements for multi‑year large scale capital construction projects. The position also fulfills legal requirements for Plans Review of construction documents for a variety of health care facilities and provides maintenance engineering, architectural design, and construction project management for ongoing projects throughout the state. This position is hybrid telework eligible.

Minimum Qualifications
Six years of experience, with at least two years as a design and project manager (engineer, architect, or surveyor) for agency capital and operating construction, maintenance, and system services, and an additional four years in building construction involving design, construction, or repair of building structures or system services.

Candidates may substitute a Bachelor’s degree in engineering or architecture and two years of design and project management experience for the required experience.

Candidates may substitute a Professional Engineer or Professional Architect registration in Maryland or a comparable state.

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in engineering or architecture classifications for the required education.

Desired or Preferred Qualifications
Experience providing expertise in preparing project scopes of work and administering facility infrastructure projects, including new construction, demolition, renovation, maintenance, energy performance, or other project types that affect facility operations or budgeting.

Licenses, Registrations and Certifications
Employees in this classification may be assigned duties requiring operation of a motor vehicle and must possess a valid motor vehicle operator’s license in Maryland.

Special Requirements
Employees may be required to carry an electronic paging device or provide the agency with a reachable telephone number.
