Job Summary

This position is located in the Department of General Services, Capital Construction Division. DGS manages the capital improvement and construction program for District government facilities; real property for District government use; management of space in buildings operated or leased by District government for selling and leasing other District real property; and for providing building services for facilities owned or operated by the District. The Capital Construction Division implements and oversees the Capital Improvement Program for agencies within the District of Columbia, as well as executes the capital budget program, consisting of the rehabilitation of existing real property facilities, and construction of new facilities supporting the District. We are hiring for Project Managers within the Schools, Government Centers, Parks & Recreation and Health & Human Services portfolios.
Duties and Responsibilities

Incumbent is responsible for large and complex project assignments, providing expert level project management, planning, analysis, technical assistance and guidance for major actions, as well as program analysis of real estate project management and capital construction delivery activities in the District of Columbia. This involves oversight of both specific complex projects and projects bundled together for economy of scale or other logistical reasons. Plans, prepares, directs and manages the design and construction of a variety of projects for the District of Columbia with responsibility for the projects from inception to completion and for project assessment, evaluation and follow up activities. Participates with key DGS staff and other agencies in determining project needs, defining project, goals and developing plans for accomplishing projects and project scope, including definition of work, site considerations, and client needs. Solicits approval on scope, budget and schedule ensuring accomplishment of all activities related to competitive and open‑end contracts, establishes budgets for projects and is responsible for securing the funding data once projects have been fully approved. Holds pre‑bid conferences. Ensures that assigned projects operate within approved budget and deviations from pre‑approved budget, schedule, and scope of work are adequately documented and fully approved according to the Capital Construction Procedures Manual. Develops project management work plans and environmental schedules showing the sequence of tasks, target dates and persons responsible for the various activities, which must be coordinated over the duration of projects. Based on the complexity and scope of projects, expiration dates and input from team members regarding lead times (e.g., required for information technology services or large amounts of systems furniture), estimates the time required for such activities as the preparation of proposals, review of proposals, preparation of design intent drawings, development of independent estimates, negotiation of contracts, dates for best and final offers and awards, development of construction documents and specifications, construction of spaces, occupancy by agencies, and inspections of the completed projects. Plans, reviews, oversees and manages a Critical Path Management schedule for a multidiscipline construction project, providing progress reports regularly to senior executives within DGS and other relevant Agencies during the construction phase.
Qualifications and Education

Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Working Conditions / Environment

The work is primarily performed in an office setting which is adequately heated, ventilated, and lit and, on occasion at construction sites, where the incumbent is exposed to dust, chemical odors, and construction hazards. While at construction sites the incumbent is required to wear a hard hat and other protective equipment. Additionally, while at construction sites, there is a need to use caution to avoid the movement of building supplies, workmen on ladders, mechanized equipment, falling material, slippery surfaces, etc.

Collective Bargaining Unit: This position is covered by a Collective Bargaining Unit and you may be required to pay a service fee (dues) through direct payroll deduction.
Promotion Potential: No known promotion potential
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
Position Designation: This position is designated as security‑sensitive, as such, the incumbent will be subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, Suitability.
