Job Description
Over 185 MESD employees work in School Health Services. We ensure the safety of students by providing the highest standard of nursing care in the school and community setting so that every student has the opportunity to achieve their educational potential. We are nurses, care coordinators, health educators, health assistants, administrative staff, screening and prevention specialists who provide and coordinate specialized health services that support the educational experience for students throughout Multnomah and Clackamas County. We are committed to employee and community wellness, advocacy on behalf of students and their families, collaboration with community health systems and school based health centers, research and development to improve population health in schools, and using evidence-based practice in the delivery of care. We support the Whole School, Whole Community, Whole Child (WSCC) model that combines and builds on elements of the traditional coordinated school health approach by responding to the call for greater alignment, integration, and collaboration between education and health to improve each child's cognitive, physical, social, and emotional development.

POSITION PURPOSE:

Provide comprehensive health services to the students and school communities served by the Multnomah Education Service District. This position includes providing culturally responsive and linguistically appropriate health services to Russian‑speaking students and families to support equitable access to school health services.

NATURE & SCOPE:

This position is subject to Board policies, administrative rules and procedures, department regulations and applicable State and Federal statutes. This position carries no administrative authority or responsibility. For designated bilingual positions, this role includes responsibility for providing language access services within the scope of nursing practice to ensure equitable access to school health services.

ESSENTIAL JOB FUNCTIONS:

In accordance with the standards of school nursing practice and Oregon nurse practice act, implement appropriate use of the nursing process to plan and provide individualized nursing care in the school community, including nursing delegation and training for an anticipated emergency.

Manage delivery of school health services, including health screenings, communicable disease control, health education, and environmental monitoring.

Demonstrate and apply evidence-based knowledge and clinical competencies, including the appropriate use of technology and effective service delivery practices.

Collaborate with the student, family, school staff, school nurse colleagues and other pertinent professional and community persons, including supervisor, in the delivery of school health services.

Facilitate resource access and utilization by the school, student, and family to meet the student’s safety, health, and education needs.

Participate in the development/improvement of and demonstrate delivery of quality nursing practice.

Adhere to the rules and procedures of the licensing agency for the license carried for this position.

Maintain a satisfactory job attendance record.

Use personal safety techniques to avoid exposure and injury to self, students, and other staff.

Provide oral and written communication in Russian to students, families, and staff regarding health services, medical care plans, emergency procedures, and health education.

Translate and/or interpret health-related information in Russian consistent with the scope of nursing practice.

Support culturally and linguistic knowledge of Russian-speaking communities into service delivery to support culturally responsive care.

Regularly utilize Russian language skills as part of assigned duties to meet student and family needs.

MINIMUM QUALIFICATIONS, SKILLS, ABILITIES:

Daily and consistent attendance and punctuality.

Basic knowledge of applicable laws, nursing practice regulations, and standards.

Demonstrated proficiency in Russian at a level meeting District standards (Intermediate-High/Level 6 composite or equivalent).

Demonstrated organizational, leadership, and time management skills.

Valid driver’s license and vehicle available for use on the job.

Ability to become proficient in navigating internal and external data systems, including data entry and report production pertinent to the delivery of school health services.

Ability to physically perform assigned duties.

Ability to multitask and work independently with a high degree of accuracy, efficiency, and attention to detail.

Demonstrated proficiency in language at a level meeting District standards (Intermediate-High/Level 6 composite or equivalent).

DESIRED QUALIFICATIONS, SKILLS, ABILITIES:

Bilingual or multilingual in Russian and/or additional languages reflective of the communities served.

Employees assigned to a bilingual differential position must meet District language proficiency requirements and provide language support for students, families, and staff as part of their assigned duties.

Experience in an educational/school setting.

Experience working with Russian-speaking students, families, and communities.

Deep expertise and extensive experience engaging with Asian and Asian American communities.

Strong understanding of cultural practices, values, and communication styles within Russian-speaking communities.

Ability to provide specific examples of meaningful, direct engagement with individuals and families who identify as part of these communities.

EDUCATION & EXPERIENCE:

Valid Oregon Registered Nurse (RN) license.

Experience in the use of computer systems.

Preferred BSN or BS in a health-related field.

Current certification in CPR.

Any combination of education and experience that would provide the applicant with the desired skills, knowledge, and ability required to perform the job.

WORKING CONDITIONS:

Work is performed primarily on a school campus, both indoors and outdoors, including classrooms, gyms, cafeterias, and community locations. Duties involve standing, walking, climbing, bending, pushing, pulling, and lifting. The role requires the use of durable medical equipment and standard office equipment (e.g., computer). Accompanying the student on the bus and occasional home visits, travel to health-care or social-service providers, are also required. The position frequently involves working with students, families, or staff in high-stress situations.
