Emergency Medical Services Quality Improvement Specialist - Limited Service

Overview

The Vermont Department of Health (VDH) is seeking an individual with emergency medical services (EMS), healthcare, quality improvement, and program implementation experience to join the Mobile Integrated Healthcare development team in the Office of Emergency Medical Services (OEMS). Based at the Department of Health in Waterbury, Vermont, this position will serve a key role in advancing Mobile Integrated Healthcare statewide and other related EMS system priorities, such as furthering the development of EMS education and training strategy, data systems, and performance improvement. This work is supported through the Rural Health Transformation Program (RHTP).
Responsibilities

This position will work as part of a multidisciplinary team across programs and departments to support the statewide rollout of Mobile Integrated Healthcare and related initiatives within OEMS. Key responsibilities include:
Participating in the development, organization, and implementation of statewide education and training strategies for EMS personnel providing emergency and non‑emergency out‑of‑hospital care.
Supporting the integration of a community health electronic record system with the Statewide Incident Reporting Network (SIREN).
Developing educational, clinical, patient safety, and operational performance metrics to evaluate community health programs and patient outcomes.
Coordination and collaboration with state and community partners, software vendors, EMS agencies, healthcare organizations, educators, advisory groups, and other stakeholders.
Contributing to statewide implementation efforts, including user guidance and training materials, technical assistance, workgroups, learning collaboratives, program applicant support, and policy, planning, and program improvement activities.
Participating in legislative reports, public‑facing materials, and emergency response activities as part of the Department’s broader mission.
Environmental Factors

Duties are performed in both a standard office and field settings. Private means of transportation must be available for required travel. Stress may be anticipated in dealing with emotional situations involving program application and allocation of resources.
Minimum Qualifications

Four (4) years or more of experience in public health, human services, emergency response, community engagement, program administration, or related health fields.
Associate degree in public health, public administration, business administration, environmental science, emergency response, human services, social work, or related fields and three (3) years or more of experience in similar fields.
Bachelor’s degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences, or related fields and two (2) years or more of experience in similar fields.
Master’s degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences, or related fields and one (1) year or more of experience in similar fields.
One (1) year or more of experience as a Public Health Specialist II.
Other Information

Candidates must pass any level of background investigation applicable to the position, including criminal record checks and, as required, DMV and abuse registry checks. AHS Background Checks are conducted in accordance with AHS Policy 4.02, Hiring Standards.
