The Assistant Site Manager supports the Site Manager by managing the internal‑facing Production that is integrated across all teams, including Shops, Frontline Managers/Supervisors, Logistics, QC, Safety, and Client COR/PARs. This allows the Site Manager to perform client‑facing and site leadership responsibilities.

Typical Duties Include But Are Not Limited To

Lead Production effort and results: Manage supervisors, working leads, technicians, and maintenance personnel. Ensure teams are organized, integrated, and optimized. Ensure staffing, scheduling, and operational coverage across all activities, including non‑duty hours. Manage site operations and oversee production across all functional areas to achieve contract performance standards, including on‑time completion exceeding 90 percent, manageable backlog, quality outcomes with less than 1 percent QC flag rate, and overall customer satisfaction.

Work Control: Oversee work control operations through the Production Lead, Work Control Supervisor, and Frontline Managers/Supervisors. Ensure all work is received, prioritized, scheduled, executed, and completed. Lead PM optimization, including asset inventory and data alignment, inspections, routes, and system utilization. Manage contract deliverables, DPW communications, and supporting documentation, including building manager lists and duty rosters.

Logistics Management: Through the Production Lead, ensure inventory and contracting activities are executed and integrated into work management processes. Through the IQ Coordinator, ensure project work orders are executed and integrated into operations and oversee subcontract work. Through the Procurement Lead, oversee procurement activities. Manage budgets, supplies, tools, equipment, and inventories. Approve Individual Job Orders (IJO) within delegated authority.

Safety and Quality Leadership: Support world‑class safety quality management systems through leadership engagement, risk management, quality assurance, and training and promotion. Model positive safety leadership behaviors. Ensure quality control, safety, and workforce requirements are integrated into operations.

Proactive Maintenance and Reliability: Manage proactive, planned, and predictive maintenance strategies to improve asset reliability and reduce repeat repairs. Support root cause analysis, defect elimination, and shop‑level reliability efforts. Participate in system reviews and continuous improvement efforts.

Employee Relations: Strong employee relations skills including servant leadership. Building morale, communication, providing feedback, and conflict resolution. Collaborates closely with human resource and vocational staff. Competent in the timely and effective use of employee relations tools and processes – owns these processes with support from HR.

Disability Awareness: Fully support Tessera’s mission of Providing Opportunities to People with Disabilities. Actively partner with Tessera’s recruiters, vocational specialists, HR Partners, and Workforce Development teams to attract, retain, and develop a diverse employee workforce.

Optimize Tessera’s digital platform: Oversee use and optimization of digital systems including Maximo, Mobility, BI, and Logistics platforms. Coordinate with corporate support teams and site leadership to ensure system utilization, data accuracy, performance tracking, and operational visibility.

Customer engagement and communications: Coordinate with the Site Manager, Project Manager, and government stakeholders including DPW and COR/PARs. Ensure integration with customer requirements for production, assets, work, and deliverables. Elevate major issues as appropriate.

Site Asset Reliability Maturity: Support advancement of site reliability performance and alignment with operational and maintenance standards and organizational expectations.

Site Asset Reliability Program: Support execution of reliability initiatives including planned maintenance expansion, asset ownership practices, and root cause analysis processes.

Contract Management: Ensure contract requirements are understood and aligned with day‑to‑day operations. Support preparation of reports, schedules, and required deliverables.

Performance Management: Monitor and drive performance outcomes including capacity, on‑time completion, backlog, quality, and customer satisfaction.

Change Management: In support of the Site Manager guidance, drive appropriate change management, including both planned and ad hoc improvements. Able to explain the “why” to employees and lead the completion of key projects. Understand and leverage maintenance best practices and enabling technology.

In support of the Site Manager, ensure that required supervision of personnel is present during both regular and non‑duty hours. Manage the duty rosters.

Be highly responsive to DPW leadership and the contracting officer.

As delegated by the Site Manager, authorization to requisition supplies and materials and sign task orders for IJO within the Tessera approval tiers.

Travel to Home Office conferences, flagship sites, and outlying contract sites as needed.

Qualifications

Bachelor’s degree in management, facilities, or similar field required.

Minimum of five (5) years of experience in management, construction, engineering, logistics or military background required.

Certified Reliability Leader (CRL) or Certified Maintenance and Reliability Professional (CMRP) certification required within two (2) years of hire.

Professional Project Management certification preferred.

Knowledge and practical experience in operations, estimating, and Maximo or other similar enterprise asset management (EAM) experience preferred.

Physical Requirements

Must be able to lift and/or move up to 70 pounds.

May be required to reach, kneel, walk, stand, and use repetitive motion for several hours at a time based on position duties.

Work may require repetitive motion, reaching, lifting, kneeling, and walking. Standing or sitting for several hours at a time, climbing in and out of a vehicle, and up and down stairs may also be required.

Must have the perseverance to work effectively under pressure for extended periods of time.

Requirements

A valid state driver’s license is required with the ability to obtain and maintain coverage by Tessera’s insurance.

Access to a federal military installation requires a REAL ID‑compliant driver’s license or an acceptable alternative, such as a U.S. passport or military ID, in accordance with the REAL ID Act.

Must be able to obtain and maintain applicable security clearances and installation access. A background check and E-Verify will be conducted for this position.
