JOB SUMMARY

Oversees and/or performs administrative and project management services with respect to planning, design and construction of major capital water and wastewater projects. May provide support to the City Engineer in the administration and operation of the engineering and utility departments and their various responsibilities.

ESSENTIAL JOB FUNCTIONS
Acts as City's Project Manager for major capital water and wastewater projects.
Oversees construction and installation of new improvements to city water and sewer systems.
Coordinates with other governmental agencies and private entities on matters involving municipal utilities.
Coordinates functions between other utility departments.
Assists in the development of capital improvement and utility budgets. This includes development of project concepts, preliminary designs, cost estimates, and definition of project scope of work.
Reviews qualifications of professional consultants, selects consultants, and administers consultant contracts.
Oversees the preparation of contract bid documents and coordinates bidding and award of construction contracts.
Oversees the projects assigned to the Utilities Project Manager.
Assists in the development of policies and procedures.
Interprets policies, rules, and regulations.
Obtain easements for new improvement projects to city water and sewer systems.
Manages multiple projects at different stages of construction.
Processes monthly progress payments and invoices from Contractors and Engineers.
Reviews plans and specifications for construction.
Assigns and checks work; assists and instructs as required.
Conducts or arranges for regular inspector's meetings and training. Performs any other related duties as required or assigned.

JOB DESCRIPTION

Qualifications

Bachelor's degree in Engineering or Construction Management or related field; and seven (7) years of related experience and/or training; or equivalent combination of education and experience. Must have a valid driver's license and a clean driving record. Any of the following licenses or certifications are preferred for this position: Engineering License, Water or Wastewater Operator's License, Project Management Certification.

DAYS & HOURS: Monday - Friday 7:00 AM - 3:30 PM
