Technical Business Analyst (Web Portal & Data Platform)
Overview / Summary
HTC is seeking a Technical Business Analyst to support the delivery of the Public Health Data Portal Expansion, including a public-facing Data Explorer, a secure Admin Portal, and the supporting data platform. This role involves working closely with stakeholders and delivery teams to gather, document, and manage business and functional requirements throughout the project lifecycle. The Business Analyst will play a key role in aligning stakeholders, technical teams, and project milestones through structured documentation and collaboration.
Key Responsibilities
Requirements Elicitation & Functional Analysis
Lead requirements elicitation workshops, discovery sessions, and stakeholder discussions
Translate business requirements into functional specifications, user stories, and acceptance criteria
Clarify business rules, workflows, data definitions, indicator hierarchies, and user expectations
Identify gaps, ambiguities, dependencies, and risks in requirements and escalate as needed
Documentation & Traceability
Maintain a requirements traceability matrix across project milestones
Produce and maintain process flow diagrams, use cases, functional design documents, and workflows
Document indicator hierarchies, data definitions, filter logic, configurations, and integration requirements
Document suppression policies, data dictionary details, branding standards, and calculation logic
Ensure requirements remain organized, current, and aligned throughout project changes
Delivery Support & Cross-Functional Collaboration
Collaborate with project, architecture, development, data, QA, and DevOps teams
Support sprint planning and backlog refinement, including prioritization and acceptance criteria
Review delivered features to ensure alignment with documented requirements
Act as the functional liaison between stakeholders and the delivery team
UAT & Stakeholder Review Support
Facilitate UAT sessions and define test scenarios
Manage feedback, issue tracking, and stakeholder review cycles
Document change requests and assess impact on scope and timeline
Prepare deliverables for formal review and milestone acceptance
Required Qualifications
7+ years of experience as a Business Analyst on web-based or data platform projects
Experience leading requirements elicitation and stakeholder workshops with government or enterprise clients
Strong ability to translate business needs into functional requirements, user stories, and acceptance criteria
Experience with requirements traceability matrices, process flows, use cases, and functional design documents
Hands-on experience with Agile tools such as Azure DevOps, Jira, or Confluence
Strong facilitation and communication skills across business and technical teams
Experience identifying requirement gaps, ambiguities, and change impacts
Experience supporting UAT, stakeholder reviews, and functional validation
