Job Summary
The Department of Children, Youth, and Families (DCYF) is seeking an Emerging Adult Housing Program Manager (MA5) to join our Placement Continuum Unit in the Division of Partnership, Prevention, and Services (PPS). This Program Manager develops, implements, and manages a continuum of transitional living placement programs for foster youth, ages 16 to 21. The manager works with other divisions to ensure a high-quality work product, gathers and uses data to shape program vision and measure progress, and demonstrates a relentless commitment to anti‑racism and addressing diversity, disproportionality, and inequity in child and family serving systems.
Responsibilities
Develop policies, procedures, budgets, expenditures, and contracts facilitating data share agreements and establishing reporting mechanisms for contractors.
Gather quantitative and qualitative data and complete expert‑level analysis to determine compliance and performance related to program outcomes.
Provide performance data, analysis, and descriptive reports related to EAHP to headquarters, regional, and executive leadership.
Use data analysis to identify areas needing improvement, advise practice statewide, and inform practice priorities, including addressing race, equity, and social justice in practice with children and families.
Develop, implement, coordinate, monitor, and evaluate statewide DCYF child welfare services, policies, and procedures within program area.
Provide technical expertise and guidance for the EAHP contracts.
Manage contracts related to EAHP compliance.
Identify contracts required to implement legislation or to meet state and federal performance outcomes.
Develop new contracts as needed to achieve agency priorities and program outcomes.
Develop statements of work, SLA, and MOU agreement language required to execute the contracts, establish critical partnerships, and implement program activities.
Develop, implement, and monitor Performance‑Based Contracting requirements and standards for contracts.
Manage provider relationships, contract implementation, and monitor and evaluate contract compliance.
Review and provide expert‑level analysis and feedback regarding proposed legislation impacting program areas covered by the position.
Analyze enacted state and federal legislation to determine required WAC, practice, and policy changes.
Draft, develop, and implement required changes to align and implement statute, WAC, and policy.
Develop and revise program‑specific policies needed to implement statute and address required practice.
Draft legislative reports.
Required Qualifications
Equivalent combination of education and experience totaling nine years.
OR A Bachelor’s degree in social work, psychology, social science, health care, or a related field and five years of progressively responsible experience in planning, administering, developing, supervising, or delivering family and child‑related social services.
OR A Master’s degree in social work, psychology, social science, health care, or a related field and three years of progressively responsible experience, administering, developing, supervising, or delivering family and child‑related social services.
Required Experience
Within the past five years, the incumbent must have two years of demonstrated full‑time experience in one of the following areas:
Overseeing or supervising an EAHP or similar program.
Overseeing service delivery and contract compliance for EAHP or similar care providers.
Providing case or program management to young people engaged in an EAHP or similar program.
Required Background Skills
Within the past five years, the incumbent must have demonstrated experience in two or more of the following areas:
Conducting research.
Analyzing policies, laws, rules, or regulations.
Analyzing and interpreting complex data and compiling and organizing it into reports and policies.
Leading business projects.
Data‑driven child welfare practice.
Business policy development.
Providing direct child welfare services and supervising caseworkers or program staff providing child welfare services to children and families.
The ability to take action to learn and grow, meet the needs of others, and a relentless commitment to anti‑racism and addressing diversity, disproportionality, and inequity in child and family‑serving systems.
Preferred Qualifications
Previously demonstrated competency in strategic and operational planning, analytical thinking, interpreting complex data, and managing complex projects.
Broad understanding of other DCYF programs.
Previously demonstrated applied knowledge of:
Principles of quality assurance and continuous quality assurance.
Consensus‑building models and structure, negotiation, and facilitation techniques.
Evidence‑based practices to achieve desired outcomes.
