
Administrator - Fleet

Purpose Summary
To perform professional level support, supervision of assigned staff, and administrative/technical duties for the Fleet Department.
Essential Duties
Manage all fuel cards and pin numbers.
Issue and monitor fuel pin numbers, fuel cards
Monitor and analyze fuel card usage
Prepare reports and graphs as required
Monitor fuel budget
Perform and prepare monthly billing for our customer departments.
Billing for repairs, towing, fuel usage, and preventive maintenance
Oversee County car rental and billing
Assist customers with understanding billing and changes
Assist in overseeing motor pool
Back up to Administrative Assistant when necessary
Oversee Fleet software, assist with GPS program.
Update software as required
Assign passwords and fields
Process new vehicles including registering and licensing
Assist in overseeing GPS program
Assist with auctions, obtaining titles, and disposal of vehicles
Monitors budget and expenditures.
Prepares and reviews agenda items
Reviews budget changes and accounting activities
Prepare ad-hoc reports for Fleet and customers (e.g. fuel usage, miles traveled, and maintenance records)
Monitor and update Fleet Department’s website
Create requisitions and monitors purchase orders
Responsible for Fleet Department credit card
Compile data and perform analysis and research involved in preparation of the vehicle replacement plan.
Establish schedules and methods for vehicle and equipment replacement
Assist with the preparation of the vehicle replacement budget
Assist with ordering, vehicle specifications, and receiving new vehicles and equipment
Registers and obtains titles for the new vehicles
Supervision
Supervises Parts Room personnel and operations
Plans, assigns, and directs work, resolves day-to-day problems; establishes goals, timelines and schedules; provides feedback to Fleet Manager
Counsels, advises, and if necessary, disciplines employees in accordance with County policies, procedures, and regulations
Administers personnel regulations; interviews and recommends for hire; and conducts performance reviews
Back up to Fleet Manager as necessary
Prepares various reports and statistical analysis on operations and maintenance activities
Track and analyze long and short term leases
Research and analyze operations, work flow, and work quality
Provide statistical analysis of fleet practices and methods
Research and analyze technical transactions and operations to resolve questions and validate data
Additional Duties
Perform other related duties as assigned.
Qualifications
A. Education.
Bachelor's degree in Public or Business Administration or related field.
B. Experience.
Three (3) years’ experience in fiscal, administrative, operations or management analysis. One (1) year of supervisory experience is preferred. One (1) year of experience in the Public Sector is preferred.
C. Experience/Education substitution.
In accordance with County Policy.
D. Licenses/Certifications.
Must have a valid unrestricted driver's license.
E. Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.).
Background check and driver's license record.
Knowledge, Skills, and Abilities Required by the Position
Knowledge:
Such as would be acquired through a pertinent baccalaureate education program or its equivalent in experience, training and/or independent study of basic principles, concepts, and methodology of a professional or administrative occupation; and skill in applying this knowledge in carrying out elementary assignments, operations or procedures.
Skill:
In analyzing problems, identifying solutions and recommending techniques for resolution of issues; preparing complete, comprehensive and accurate reports; reading, understanding and applying relevant rules, codes, and other governing regulations; evaluating procedures for efficient and cost effective management of resources, using initiative and independent judgment within established guidelines.
Ability:
To prioritize multiple tasks, projects and demands; communicate effectively in verbal and written forms, establish and maintain effective working relations.
