Job Description and Duties
Under the general direction of a Program & Project Supervisor, the Public Utilities Regulatory Analyst V (PURA V) will serve as the lead staff analyst responsible for analyzing federal communications regulatory and legislative proposals that impact the California LifeLine program and implementing Commission programs to ensure consumers meet eligibility requirements.
Conduct complex economic, policy, and/or technical analyses and research to support the development of policies, rules, and guidelines for the California LifeLine program.
Evaluate program rules and prepare written and oral reports on program developments, achievements, and lessons learned to support decision makers.
Determine whether additional measures are needed to effectively administer the program, comply with current or evolving federal rules, and prevent waste, fraud, and abuse of program funds.
Manage multiple contracts with a third‑party administrator, other state agencies, and consultants; conduct workshops and attend public participation hearings.
Assist other staff in working with industry groups and stakeholders to coordinate marketing/outreach program efforts to disseminate information and increase California LifeLine awareness and participation.
