Health Technician (Phlebotomist)

Summary
The position is at the full performance level located in the Department of Veterans Affairs (VA) – Veterans Health Administration (VHA) – at the VA San Diego Healthcare System Administration for Nursing Service in the various Community Based Outpatient Clinics (CBOCs) including Oceanside, Kearny Mesa, Sorrento Valley and Chula Vista. The primary purpose is to serve and function as an independent Health Technician–Phlebotomist, with no direct clinical supervisor on site.

Qualifications
Experience:

One (1) year of specialized experience at the GS‑05 grade level, or an equivalent level of experience qualified to perform the duties of an independent phlebotomist, including skilled venipuncture, specimen processing, quality assurance, and patient support in a satellite CBOC laboratory. Experience may also include related professional, educational, volunteer, or military training that substitutes for the required experience.

Education:

Completion of a 4‑year post‑secondary course leading to a bachelor's degree with courses related to the occupation, or a combination of education and experience that meets the GS‑05 qualification. Education and experience percentages may be combined, but at least 100 % of the required amount must be attained.

Preferred:

License preferred. Minimum 1–2 years of current phlebotomy experience, experience as an independent phlebotomist, lab specimen processing, excellent customer service skills, ability to document using Electronic Medical Records, ability to multitask, and collaboration with others.

Duties

Performs skilled venipuncture in accordance with facility and laboratory policies and procedures.

Ensures all test tubes are labeled accurately and verifies patient identification using designated patient identifiers.

Handles and labels specimens, accesses specimens, and checks that lab test requests are consistent with physician orders.

Performs a wide variety of blood collection, requiring knowledge of clinical science, specimen requirements, venipuncture mechanics, and patient preparation.

Demonstrates versatility by proceeding from one patient to another, performing multiple and simultaneous collections using accurate identification procedures.

Establishes minimum acceptable criteria for control/documentation protocols related to test or examination procedures.

Accepts responsibility for the accuracy and adequacy of results that support clinical objectives.

Works closely with facility and laboratory computer systems (CPRS and VistA) to accession specimens and retrieve results.

Performs routine electrocardiograms and uploads data to the electronic medical record (CPRS).

Prepares lab equipment for all phlebotomy procedures, ensuring equipment functions to standard.

Recognizes abnormalities and reports them to the appropriate Medical/Health Care Provider.

Maintains a record of procedures performed in the phlebotomy area.

Provides orientation and training on phlebotomy and test procedures, informing physicians of underlying disease processes when necessary.

Sets up equipment for all phlebotomy procedures, ensuring all ancillary equipment functions to standard.

Maintains the laboratory in a clean and safe condition according to agency or accreditation requirements.

Calibrates and maintains laboratory instrumentation on a regular schedule to minimize breakdown and delay of procedures.

Uses phone and face‑to‑face communication with clinical, clerical, administrative staff, and VA patients.

Exhibits a professional attitude and technical competence at all times.

Establishes and maintains effective working relationships with agency customers, co‑workers, the general public, and others who enter the lab.

Obtains release forms as per policy and assists patients, visitors, and others requesting information.

Provides guidance or referral for special assistance when needed.

Communicates and treats customers (Veterans, their representatives, visitors, and all VA staff) courteously, tactfully, and respectfully.

Performs other related duties as assigned.

Work schedule: Monday through Friday, 8‑hour shift between 6:30 am and 6:00 pm.
