The Department of Consumer & Business Services (DCBS) is a progressive business regulatory state agency dedicated to protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.

This position is with the Building Codes Division (BCD). BCD adopts and enforces the statewide building code relating to the construction, reconstruction, alteration and repair of buildings and other structures and the installation of mechanical, plumbing, and electrical devices and equipment.

This is an executive service position and is not represented by a union.

Here’s What You Will Do
As the Building Codes Administrator, you will be responsible for managing all Building Codes Division operations with broad policy direction from the policy boards, the legislature and agency director. This position administers statewide uniform building codes and regulates the building industry in a responsible, moderate, and constructive way, listening to and balancing, within the confines of the law and policy, the often conflicting desires of the public and industry regarding building design, construction, safety and energy conservation. This position is responsible for overall direction, policy, and administration of the division in carrying out its regulatory functions in a manner consistent with the director’s policies and priorities. The administrator is responsible for managing both internal and external relations in a way that is mindful of the dynamics of state government. As primary spokesperson for the division, the incumbent is often involved in a variety of legislative proposals, working with interested groups to seek consensus, testifying before the legislature and making presentations to other government and civic groups.

Minimum Qualifications

Seven years of management experience

OR

Four years of management experience and a bachelor’s degree in a related field

Requested Skills

Demonstrated successful leadership, including an understanding of how to effectively address needs, delegate, give and receive feedback and produce exceptional outcomes

Be strategically oriented, able to evaluate and assess the impact of long and short term strategic issues across complex, diverse program areas and statewide building codes

Experience with negotiation, mediation, and conflict resolution, which includes excellent oral, written, presentation and interpersonal communication skills

Experience in the development, implementation and evaluation of strategic organizational goals, plans and policies in an ever-changing environment

Experience developing regulatory policy initiatives and managing regulatory programs, preferably in subject matter areas related to building codes

Outstanding customer focus with the ability to build consensus with diverse groups, legislators, other management team members, and stakeholders with competing interests, which will require sensitivity to others and their interests in a dynamic environment

Thorough understanding and successful implementation of employee engagement and development
