Duties
Administer the DLA Application Security program, ensuring confidentiality, integrity, and nonrepudiation of sensitive and classified information systems.
Manage Enterprise access control policies to comply with OMB Circular A‑123 (OMB A123), Internal Controls Over Financial Reporting (ICOFR) guidance, Federal Information Systems Controls Audit Manual (FISCAM), Complementary User Entity Controls (CUECs), FAR, NIST, Security Technical Implementation Guide (STIG), and DLA guidance.
Interpret and analyze Financial Improvement and Audit Readiness (FIAR) Methodology, OMB A123, FISCAM, NIST, and GAO Greenbook standards.
Use AICPA, ICOFR, and auditor reports to determine appropriate DLA Access Control Enterprise Office of Primary Responsibility (eOPR) actions.
Support DLA’s Independent Public Accountant (IPA) audit examinations of DLA as a Service Organization.
Research and recommend necessary revisions to DLA Enterprise Access Control business processes and policy changes.
Lead a group of IT specialists and contractors in planning, developing, implementing, executing, and managing enterprise access control activities to support the DLA audit mission.
Create and maintain policies and procedures for Internal Use Software (IUS), Identity Credentials, Access Management (ICAM), and Identify and Access Management requirements.
Estimate and report progress on milestones and deadlines for assignments, projects, and tasks.
Requirements
Must be a U.S. citizen.
Tour of Duty: Set Schedule.
Security Clearance: Non‑Critical Sensitive with Secret Access.
Position subject to favorable suitability or fitness determination; adverse background findings may lead to removal.
Fair Labor Standards Act (FLSA): Exempt.
Selective Service: Males born after 12‑31‑59 must be registered or exempt.
Bargaining Unit Status: Yes.
Applicants must possess a REAL ID or other acceptable identification for federal facility access.
Selections may be used for shifts within DLA Information Operations (J6) locations.
Qualifications
To qualify for a Program Analyst position, applicants must provide evidence of the following:
Education
Applicants may not qualify based on education in lieu of specialized experience.
Experience
One year of specialized experience equivalent to GS‑11 level, directly related to the duties of the position, including time‑in‑grade and other regulatory requirements.
Relevant experience includes gathering information, identifying and analyzing issues, developing recommendations related to network rights and access to automated information systems.
Using protective and preventive measures to safeguard access accounts.
Preparing detailed analyses and evaluations for IT systems and accounts related to access control.
Reviewing draft audit findings, recommendations, and observations to align with audit requirements.
Supporting design and implementation of security solutions for information systems.
