Police Officer (Traffic Investigator).

Responsibilities

Act as subject matter expert for traffic collision response, investigations, reconstruction, and traffic management operations.

Take charge of accident scenes to conduct investigations and direct the initial response of uniformed patrols on the scene.

Enforce laws of the United States, the Uniform Code of Military Justice (UCMJ), and applicable local regulations involving persons and property.

Collect and preserve evidence, conduct short‑term and long‑term investigations on criminal cases, analyze facts to identify suspects, and develop case information.

Operate National Crime Information Center (NCIC) terminal, Breath Alcohol Tester (Intoxilyzer), 3D laser scanning, Crash Data Retrieval Systems, and Air Pulse Traffic Data Systems to gather data.

Serve as point of contact for insurance agencies and civil law enforcement agencies on investigations.

Conditions of Employment

Appointment may be subject to suitability or fitness determination based on background investigation.

Must be able to obtain and maintain a Secret security clearance for the duration of employment. A background investigation and credit check are required.

Subject to a one‑year probationary period unless the applicant has met the requirements described in 5 CFR Part 315. During probation the incumbent can be terminated with limited appeal rights.

Must successfully graduate from the United States Army Civilian Police Academy (or complete within one year of hire) unless grandfathered or waived.

Must successfully graduate from a DOD, Federal, National or State approved Traffic Management and Collision Investigation (TMCI) course (or complete within one year of hire).

Must comply with and maintain the Individual Reliability Program, including high conduct standards, emotional stability, judgment, adaptability, effective performance under pressure and emergencies.

Completion of pre‑employment physical examination and annual exam thereafter, ensuring required fitness to perform duties.

Must maintain physical conditioning and pass an annual physical agility test; failure after the second attempt within a ninety‑day period results in separation.

Must successfully pass training, certification and qualification requirements related to law enforcement work functions such as weapons qualifications, first aid/CPR and National Incident Management System training.

This position is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. A DA 5019R Condition of Employment must be signed for mandatory drug testing.

Conforming to the Lautenberg Amendment to the Gun Control Act: applicants convicted of a misdemeanor or felony crime of domestic violence are not eligible; such convictions after employment may lead to removal.

Must possess or obtain a valid state driver’s license in one of the 50 U.S. states or possessions to operate vehicles.

Subject to possible civil action due to improper exercise of authority or injudicious use of force in apprehension or detention of individuals.

Mission essential designated position during inclement weather or emergency conditions; incumbent must continue duties until relieved.

Hours include irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and must be available for emergency overtime.

Incumbent must be able to wear chemical protection masks, gloves, and associated equipment.

Federal law requires removal of officers convicted of felonies, except convictions before January 20 2001.

Position requires ability to lift up to 50 lbs in regular performance of duties.

Required Experience

At least one year of specialized experience that includes:

Implementing traffic plans and programs

Investigating traffic accidents and/or collisions

Using search and arrest authority to detain witnesses, suspects, and other persons involved in criminal activities

Experience may be paid or unpaid, including volunteer work through National Service programs; qualifying experience is credited.

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS‑07).
