Position Overview:
The Commonwealth of Pennsylvania's Client (Client), Office of Children, Youth and Families (OCYF), is seeking a
Team Lead
to support its IT operations during a pivotal transition to a new statewide Child Welfare Case Management (CW CM) system. The Team Lead will play a key role in overseeing critical IT system functions, managing data processes, supporting business operations, and coordinating with multiple stakeholders across state and county levels.
This position reports to the Systems Section Supervisor within the Division of Systems and Data Management and involves both project leadership and business analysis responsibilities.
Key Responsibilities:
Lead and prioritize multiple initiatives across the OCYF project team.
Act as BA Team Lead for the Quality Assurance and Administrative Support Unit and Regional Offices.
Manage functionality for the ChildLine Systems Unit, including defect tracking and change requests.
Coordinate and maintain the ChildLine monthly expunction process to ensure legal compliance.
Review and manage user stories, requirements, and test plans; support user acceptance testing.
Track work progress, manage risks, and report issues related to system development and maintenance.
Liaise between Client stakeholders and technical teams to align expectations and ensure clarity.
Communicate effectively with customers, vendors, and internal teams to resolve operational issues.
Produce status updates, risk reports, and participate in walkthroughs and post-project wrap-ups.
Utilize Microsoft tools (Excel, Word, PowerPoint, Outlook, Access), Team Foundation Server (TFS), Microsoft Test Manager (MTM), and ServiceNow.
Qualifications:
Required:
7+ years of experience developing business, functional, and user requirements for IT systems.
7+ years of business analysis experience including UAT and system lifecycle knowledge.
Experience in project coordination and risk management in an IT environment.
Strong communication and interpersonal skills.
Fluency in English, both written and spoken.
Proficiency with Microsoft Office Suite, TFS, MTM, and ServiceNow.
Willingness to travel as needed within PA.
Highly Desired:
2+ years of experience in Child Welfare or Human Services IT projects.
IIBA certification (e.g., CBAP, CCBA) or equivalent.
