Job Summary
Support and manage the security and access controls for the agency’s statewide financial and payroll systems, including CAPPS, USAS, TINS, SPA, and related infrastructure. Provide technical support, audit assistance, and training to ensure compliance with CPA and SAO requirements.

Responsibilities

Process security tickets through ServiceNow and the CPA’s SFS ticket system.

Provide administrative and technical support for system security, including managing CAPPS user enrollment, password resets, and troubleshooting workflow issues.

Track and report metrics for SFS provisioning, user access, and security changes.

Maintain spreadsheets and distribution lists for requisitioners, approvers, and travel coordinators.

Process USAS password resets and monitor monthly reporting indicators.

Manage agency security mailboxes and route work orders appropriately.

Verify user access, workflow assignments, and segregation of duties compliance.

Establish, maintain, and coordinate security for agency staff across statewide financial systems.

Analyze and provide technical support, research, and ad‑hoc reporting from CAPPS and legacy systems to support audits, security reviews, and internal control evaluations.

Create security‑related desk aids and deliver security workshops to program areas.

Coordinate and conduct semi‑annual agency‑wide security audits.

Participate in special projects as assigned and provide back‑up assistance to the CAPPS System Management team.

Key Qualifications

Experience using the Comptroller’s systems.

Proficiency with Centralized Accounting and Payroll/Personnel Systems (CAPPS) Financials and HR/Payroll.

Experience with the Uniform Statewide Accounting System (USAS), Payment Services/Texas Identification Number System (TINS), and State Property Accounting System (SPA).

Advanced experience using Microsoft Excel.

Required Education & Experience
Four years of full‑time experience in data analysis, data research, data compilation, and/or reporting work; OR a bachelor’s degree in engineering, basic science, computer science, environmental science, mathematics, statistics, or a related field PLUS two years of the required experience; OR a bachelor’s degree PLUS three years of the required experience.

Additional Requirements
Employees in this classification may research, work on, or have access to critical infrastructure. The ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.
