What You'll Be Doing
The

Workforce Development Program Consultant

leads the Partnerships for Reentry Opportunities in Workforce Development (PROWD) grant initiative across Capital Area Workforce Development’s five‑county region. This role ensures consistent, high‑quality service delivery by managing program operations, monitoring performance, overseeing budgets, and ensuring compliance with grant and contractual requirements. The Consultant serves as a key connector among local partners, workforce boards, and regional stakeholders to support individuals returning to the workforce.

This position works closely with PROWD Program Managers from neighboring workforce boards, the Regional Reentry Manager, and local agencies to build strong partnerships that expand opportunities for justice‑involved jobseekers. The ideal candidate will have experience coordinating community partnerships, engaging employers, and managing complex programs that require collaboration, attention to detail, and a commitment to equitable workforce outcomes.

Manage PROWD program operations, performance, and compliance across the service area.

Oversee program budgets, expenditures, and required financial and performance reporting.

Build and maintain partnerships with community organizations, employers, and justice‑system stakeholders.

Coordinate program resources, materials, and strategies that support successful workforce reentry.

Conduct monitoring and quality assurance to ensure consistent, high‑quality service delivery.

Collaborate with regional PROWD teams to align practices and maintain program consistency.

Prepare program documentation, reports, and data to support performance and sustainability.

About Our Team
Capital Area Workforce Development (CAWD) is a public‑private partnership focused on economic development by ensuring the local workforce has the skills, training, and education to meet the needs of local employers. CAWD oversees workforce solutions in Wake, Johnston, Lee, Chatham, and Orange counties, serving businesses and individuals of all ages. CAWD is the local provider for the federal Partnerships for Reentry Opportunities in Workforce Development (PROWD) grant initiative. Through this initiative, CAWD will provide case management, job training, employment assistance, and supportive services for individuals being released from the Butner Federal Prison. This is a time‑limited position through March 2029 with the possibility of extension.

The Basics (Required Education and Experience)

Associate's degree in Public Administration, Business Administration, Human Resources Management or related field.

Two years of job‑related experience.

Equivalent education and experience are accepted.

Beyond the Basics (Preferred Education and Experience)

Five years’ experience effectively managing programs or federal grants.

One year experience working in reentry services or the justice system.

Experience with grant or project coordination/management to ensure model integrity and contractual compliance.

Proficient bilingual English/Spanish communicator.

Ability to track program expenditures and develop procedures for record‑keeping, budget monitoring, and sustaining program components.

Ability to utilize office equipment and relevant technology (software and systems) to meet business needs (e.g., Microsoft Office and GPMS).

Employment Type: Regular

Work Schedule: Monday - Friday 8:30am‑5:15pm

Hiring Range: $26.44 - $31.80

Market Range: 55,197.00 - 86,510.00
