
Inmate Work Crew Supervisor

Job Title
This is a full-time, hourly position that reports to the Public Works Operations Manager. The position provides leadership and works with crews to ensure compliance with project plans, standard operating procedures and maintenance schedules to maintain the County's portfolio of right of ways, facilities, grounds and infrastructure in a safe and effective working condition. The employee performs and oversees a variety of semi-skilled construction, maintenance, modification and repair activities and exercises daily supervision over work crews. This position is responsible work supervising and coordinating the activities of inmate work crews, engaged in repairing and maintaining roadways, parks, and open spaces for various County departments. Will be required to obtain and maintain inmate supervisor certification through Florida Department of Corrections.
Work is performed under the direction of a higher level supervisor and is reviewed through conferences, reports, and observation of results obtained.
Essential Job Functions
Mow, weed, fertilize and police County parks, athletic fields and grounds.
Operate various grounds keeping, construction and maintenance equipment as required in performance of job function.
Install, maintain and repair irrigation equipment.
Prepare athletic fields for sports events.
Assist in clean-up activities.
Assists in repairs and maintenance of the County's streets, right-of-ways, storm sewer system, sidewalks, and equipment.
Read and interpret manuals to ensure safe and efficient operation of equipment.
Comply with OSHA Safety and Health rules.
Monitoring crews to ensure standard operating procedures are being adhered to.
Modifying work methods, crew sizes and related factors to insure that work is completed in a safe, efficient and timely manner.
Participating in the work supervised.
Identifying and reporting safety and maintenance issues during the normal course of work.
Assists in development of work schedules.
Enforces safety regulations; coordinates equipment maintenance and repair activities.
Maintains records of hours, equipment maintenance, or job costs.
Assists in maintenance, repair and construction activities as required.
May be required to assist with emergency support functions (ESF) in the EOC or as assigned during emergencies or other related emergency duties.

Minimum Qualifications
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of accepted methods and practices of maintenance, construction and repair pertaining to the area of assignment;
Knowledge of supervisory principles and practices;
Knowledge of general care and use of pertinent tools and equipment; and
Knowledge of departmental policies, procedures and practices.
Ability to perform skilled and semi-skilled maintenance activities
Ability to use hand and power tools in a safe and effective manner;
Ability to manage multiple assignments;
Ability to understand and follow oral and written directions;
Ability to work independently in the absence of supervision or in a team situation;
Ability to establish and maintain effective working relationships with contractors; and communicate in an effective and professional manner, both orally and in writing, with co-workers, managers, subordinates and the general public sufficient to exchange or convey information and to give and receive work direction.
TRAINING AND EXPERIENCE
Ability to possess and maintain a valid State of Florida driver's license is required.
Florida Department of Corrections Inmate Supervisor Certification
Corrections or law enforcement background preferred.
Any combination of education and experience that would provide the required qualifications listed above. High school graduation and considerable work experience in the kind of work supervised; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
SUPERVISION RECEIVED & EXCERCISED
Work is performed under general supervision and is reviewed in progress and upon completion by the Department Head or designee. The position provides direct to close supervision over inmate work crews involved in maintaining the County's portfolio of facilities, grounds and infrastructure.
ESSENTIAL PHYSICAL SKILLS
Acceptable eyesight (with or without correction). Acceptable hearing (with or without hearing aid).
Ability to communicate effectively both orally and in writing.
Driving.
Moderate (15 to 44 pounds) lifting or carrying.
Walking, standing, crawling, kneeling, bending, and stooping.
ENVIRONMENTAL CONDITIONS
Works inside and outside in varying weather conditions.
In or with noisy conditions.
Below ground level or uneven surfaces.
