Enforcement Analyst (Compliance Analyst II – IV)
Public Utility Commission of Texas (PUCT), Division of Compliance and Enforcement (DICE).

Primary Location: Austin, Texas (1701 N Congress Ave, Austin, TX 78701)

Job Type: Regular, Exempt. Salary: $5,834.00 – $7,974.00 monthly.

Responsibilities

Perform complex to highly advanced analytical reviews, audits, investigations, and implementation of compliance efforts for electric, telecommunications, and water and sewer utilities.

Review and analyze compliance with Commission rules, and work on rule‑making projects and reports within the utility industries.

Maintain extensive contact with utilities representatives, competitive service providers, consumers, Commission staff, and external consultants or contractors.

Minimum Qualifications

Compliance Analyst II : Bachelor’s degree or higher; or equivalent experience substituting for education on a year‑for‑year basis.

Compliance Analyst III : Bachelor’s degree or higher plus at least two years of full‑time compliance, regulatory, audit, investigative, or analytical work.

Compliance Analyst IV : Bachelor’s degree or higher plus at least four years of full‑time compliance, regulatory, audit, investigative, or analytical work.

Preferred Qualifications

Experience conducting regulatory compliance reviews, audits, or investigations within a government or regulated industry.

Experience investigating and resolving consumer complaints, gathering facts, analysing issues, and communicating findings or resolutions to stakeholders.

Experience analysing and applying statutes, rules, or policies to determine compliance and recommend enforcement actions.

Certified Fraud Examiner (CFE) certification or similar professional certification related to auditing, investigations, or regulatory compliance.

Veteran Preference
Veterans, reservists, or guardsmen with applicable Military Occupation Specialty (MOS) codes are encouraged to apply. Required documentation will be requested during the application process.

Benefits and Work Conditions
Employees are required to complete a waiting period before becoming eligible to telecommute: 30 days for up to 1 day per week, 90 days for up to 2 days per week, with supervisor approval. Telecommuting may be adjusted based on business needs.
