Utilities Capital Improvement Project Manager
Job Summary

This position assists with the planning and oversight of the City’s Utility Infrastructure Projects. The role exercises a high degree of independent judgment and discretion in the interpretation of engineering issues related to the City’s utilities construction projects, including water distribution, wastewater collection and pumping stations, reclaimed water distribution, and pumping stations. Responsibilities also include participation in grant procurement, implementation, and reporting, and the efficient development and construction of municipal inspections and utility field projects. Technical expertise is essential; errors in judgment could result in extensive environmental or facility damage. General direction is received from the Utilities Director and Deputy Directors.

Duties & Responsibilities

Oversee and perform construction engineering inspection duties for utility-related construction projects and contractor interface.

Assist in the development of Utility Capital Improvement projects.

Ensure contractors follow all City utility construction standards.

Oversee the submittal of documents to both state and federal agencies regarding grants.

Keep department administration informed and up to date on all utility construction projects.

Inspect construction sites and enforce applicable codes (e.g., MUTCD, ANSI/ISEA standards).

Supervise various construction activity reports, review proposed plans, development plans, and drawings.

Represent the City in dealings with governmental jurisdictions, private firms, and the public.

Review pay applications for quantitative accuracy, and implement technical specification manuals for utility-related construction projects; participate in, schedule, and facilitate construction progress meetings.

Supervise and provide direction to the utility inspector regarding workload.

Handle residential complaints and issues related to utility construction projects.

Assist the Deputy Director with the performance evaluation of the utility inspector.

Education and Experience Requirements

Associate degree in Business Management, Engineering, or related field is preferred.

A minimum of four (4) years of progressively responsible experience in the operation and maintenance of water distribution systems, wastewater collection and pumping stations, reclaimed water distribution systems, and pumping stations.

A comparable amount of education, training, or experience may be substituted for the minimum requirements.

Licenses and Special Requirements

Level I Water Distribution License and Level A Wastewater Collection Certification are preferred; however, Level II Water Distribution License, B Level Wastewater Collection Certificate, and B Level Reclaimed Water Distribution Certificate are required.

CPR certification is required and must be maintained.

Possession and maintenance of a valid Florida driver’s license with an acceptable driving record is required.

Language Skills

Ability to read and interpret plans, specifications, and legal documents related to utility planning projects.

Ability to clearly and effectively communicate both verbally and in writing, technical and non-technical information.

Reasoning Ability

Ability to organize and oversee small and large utility construction projects.

Ability to work well with others and/or alone; maintain professional relationships with contractors, engineering firms, and the general public.

Ability to read and comprehend safety manuals, technical specification manuals, operation guides, instructions, letters, journals, maps, blueprints, and financial pay application reports.

Other Skills and Abilities

Knowledge of civil engineering practices involving planning, design, and direction of utility projects.

Understanding of laws and regulations related to departmental activities.

Knowledge of municipal codes, planning, design, and contract administration.

Ability to establish good working relationships with employees, regulatory agencies, contractors, and the public.

Proficiency in computers, database, spreadsheet, and selected job-specific software applications.

Knowledge of Maintenance of Traffic (MOT) standards and protocol.

Work Environment and Physical Requirements
This job requires walking, standing, bending, stooping, and driving. Employees may work in an office environment or outdoors in various weather conditions. Work may involve moving vehicles, equipment, and heights, exposure to radiant energy, handling solvents and chemicals, and working with hands, feet, and legs in water.

Lifting: Lift 75 pounds and over.

Vision: 20/20 or corrected to 20/100.

Hearing: Normal up to very high noise levels.

Environment: Office work and outdoor work in various conditions.
