Senior Budget Analyst IV (DoD / Intelligence Programs)

Premier Enterprise Solutions is seeking a senior-level Budget Analyst IV to support high-visibility financial management operations within the Office of the Under Secretary of Defense for Intelligence & Security (OUSW(I&S)).
Location:

Pentagon – Arlington, VA (On-Site)
Clearance:

Active Top Secret (SCI eligibility required; SAP preferred)
Start Date:

May 1 Travel: Occasional CONUS; potential OCONUS
Responsibilities

This role serves as a lead financial management resource supporting OSIP leadership across the full Planning, Programming, Budgeting, and Execution (PPBE) lifecycle. You will be responsible for budget formulation, execution tracking, reconciliation, and advisory support, ensuring accurate financial management across complex DoD and Intelligence Community programs. This is a mission‑critical role requiring precision, accountability, and the ability to operate in a fast‑paced, high‑stakes environment.
Managing and executing multi-million-dollar defense budgets across the PPBE lifecycle
Tracking commitments, obligations, and expenditures with precision
Supporting senior leadership and Congressional-level financial reporting
Reconciling financial data across WHS, DFAS, and internal systems
Leading financial execution activities and identifying discrepancies
Driving closure of Unliquidated Obligations (ULOs)
Supporting Dormant Account Reviews and execution reviews
Executing financial transactions in DAI (MIPRs, IAs, PRs)
Advising leadership on resource allocation and execution strategy
Required Qualifications

Clearance

Active Top-Secret clearance (SCI eligibility required)
SAP eligibility preferred
Education

Bachelor's degree in:

Finance
Accounting
Business Administration
Economics
Public Administration
Or related field

Experience

10+ years of DoD or Intelligence Community financial management experience
Deep expertise across the PPBE lifecycle
Hands‑on experience with:

MIPRs, IAs, PRs
DAI or equivalent financial systems

Proven experience:

Reconciling DFAS/WHS financial data
Resolving Unliquidated Obligations

Experience preparing:

Executive‑level financial briefings
Congressional budget materials

Skills & Competencies

Advanced Excel:

Pivot tables
Financial modeling
Complex formulas

Strong PowerPoint skills for executive briefings
Deep understanding of:

DoD appropriations (\"color of money\")
Financial execution benchmarks

Strong communication skills
Ability to meet deadlines in high-tempo environments
Preferred Qualifications

CDFM or CGFM certification
Experience within:

OSD / Joint Staff / Defense Agencies

Familiarity with:

OUSW(I&S) or MIP/NIP structures

Experience with:

Dormant Account Reviews
Tri‑annual reviews

Knowledge of:

DAI, CEFMS, STARS, or similar systems

Budget Formulation & Planning

Develop cost estimates, spend plans, forecasts, and budget exhibits
Track fund availability and execution status
Prepare materials for:

Senior DoD leadership
OUSD(C) reviews
Congressional briefings

Interpret financial policies and translate into execution strategies
Execution, Reconciliation & Financial Oversight

Maintain commitment and obligation tracking
Reconcile financial data with WHS and DFAS reports
Identify and resolve discrepancies
Support:

Weekly execution briefings
Budget reviews
Financial reporting

Transaction Management & Systems

Execute and manage:

MIPRs
Interagency Agreements (IAs)
Purchase Requisitions (PRs)

Operate within Defense Agencies Initiative (DAI) or equivalent systems
Joint Duty & Reimbursable Programs

Manage reimbursable actions (JDA, FFRDC support)
Track funding impacts of extensions and terminations
Coordinate with external agencies for execution
Senior Advisory Support

Provide strategic financial guidance to leadership
Deliver historical insight and financial recommendations
Support mission continuity through proactive budget management
Reporting & Deliverables

Monthly cost estimates and financial plans
Budget exhibits and execution reports
Spend plans and burn-rate analysis
Travel forecasts and funding projections
Contributions to Monthly Status Reports
