Affordable Housing Manager
Durham, NC | Full‑time | $80,299 – $102,387 annually | 8:00 a.m. – 5:00 p.m., Mon‑Fri (some evenings required)
Position within the Housing and Neighborhood Services – Affordable Housing Division of the City of Durham.
Responsibilities
Lead a team responsible for developing and implementing the City's affordable housing work, including development and preservation projects, programs, and policy efforts.
Monitor and report progress for the affordable housing components of the department’s performance management systems.
Supervise Affordable Housing team members, conduct employee performance evaluations, support recruitment and hiring, and participate in onboarding.
Perform additional duties as assigned.
Supervisory Responsibility
This position supervises and monitors performance for a regular group of employees.
Knowledge of
Affordable housing tools and strategies.
Development finance, including the Low‑Income Housing Tax Credit (LIHTC).
Relevant federal, state, and local ordinances, policies, and procedures, including HUD guidelines for affordable housing and community development.
Management and supervisory principles and practices.
Ability to
Organize, prioritize, and manage workload and timelines for self and others.
Supervise, train, and evaluate assigned staff.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with coworkers, residents, vendors, and community partners.
Minimum Qualifications & Experience
Bachelor’s degree in business or public administration, planning, or community development.
Six years of professional program administration and/or analytical experience in the area of assignment.
Two years of supervisory experience.
Valid North Carolina Class C Driver’s License, or obtain within 60 days of hire.
Additional Preferred Skills
Master’s degree in a related field.
Proficiency in Microsoft Office applications.
ADA and Other Requirements
Work performed in an indoor office environment, with occasional local travel.
Sedentary work involving sitting most of the time; walking and standing occasionally.
Ability to exert up to 10 pounds of force occasionally; repetitive motions such as reaching, standing, walking, and handling objects.
