
Accounts Payable Specialist

The Accounts Payable Specialist is tasked with overseeing all other county departments when it comes to auditing and reconciling invoices and processing all transactions for payment.
Audit vouchers/invoices that are submitted by all departments to ensure they are charged to the proper expenditure line item so they are reported correctly on the annual financial statements.
Process all disbursements of juror payments, overpayments and refunds and the disbursement of all tax dollars to taxing entities.
Assemble voucher packages for Board approval and processes payments via check and ACH.
Analyze budget reports and work with departments to prepare and process budget supplements.
Prepare annual 1099 reporting per IRS regulations.
Maintain user setup and permissions in the financial accounting software.
Maintain the general ledger chart of accounts expenditure numbers and create new numbers as needed following guidance of the County Accounting Manual to ensure that all expenditures are properly reported on the annual financial report.
Support election processes by providing information to the general public, processing data and information with the voter registration system and assisting during elections as needed.
Perform related duties as assigned by supervisor.
Maintain compliance with all County policies and procedures.

Education and/or Experience Required
Associate’s degree in accounting or related field plus three years of progressively responsible professional accounting work.
Bachelor’s degree in accounting, business administration or related field preferred.
Working knowledge of the principles and practices common to governmental and fund accounting.
Equivalent combination of education and experience will be considered.
Ability to operate standard office equipment and computers with working knowledge of Microsoft Office.
Working Environment
Most work is performed indoors in an office where noise and interruptions often occur.
Overtime hours may be required to meet deadlines, especially during year-end and during election cycles.
Some travel may be required for training and delivering of supplies to polling locations.
Occasional work in warehouse like setting for the purpose of loading election supplies.
Physical Requirements
Ability to safely and successfully perform the essential position functions consistent with the ADA, FMLA, and other federal, state and local standards, including meeting qualitative and quantitative productivity standards.
Ability to maintain regular, punctual attendance consistent with the ADA, FMLA, and other federal, state and local standards.
This position frequently remains stationary for long periods of time and needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
Constantly operates a computer and other office productivity machinery such as a calculator, copy machine and printer.
Must be able to move up to 20 pounds unassisted, and move 40 pounds with assistance.
Must be able to communicate clearly and effectively in English, including over the telephone, in person, and in writing.
