The Air Force Civilian Service (AFCS) is seeking an experienced, innovative and driven Supervisory Acquisition Program Management Specialist, GG-1101-15, in the Joint Cyber Command and Control Branch (HNCJ) within the Cryptologic and Cyber Systems Division in San Antonio, TX. In this position, you will manage the $900 million Joint Cyber Command and Control program, delivering cyber situational awareness and battle management capabilities to the Department of War’s cyber forces. You will lead 100+ personnel to execute agile software development and continuous integration and delivery of capability while building and maintaining relationships with multiple stakeholders to enable personnel and mission success. Top Secret clearance required and supervisory experience highly desired.

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.

Salary Range is $150,118 - $205,165 Annually based on experience. Recruitment incentives are available based on eligibility.

Requirements For This Position

U.S. Citizenship.

Must be able to obtain/maintain a Top Secret/SCI Clearance.

Non‑disclosure agreement is a requirement.

Designated drug testing position.

Financial disclosure: incumbent is required to file an OGE Form 450 upon appointment and annually.

Must demonstrate sound security practices for safeguarding classified information.

Knowledge of laws, principles, policies, and practices of systems acquisition and program management and of security policies to protect classified information.

Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities; applicable safety practices for the work environment.

Knowledge of the missions, roles, functions, organizational structures, and operations of the Department of the War, Air Force, and other entities that govern, interface with, and influence the systems acquisition process and integrated life cycle management.

Position is Acquisition Advanced Category; incumbent must meet appropriate certification requirements under DAWIA no later than 24 months after accepting the position.

Desired experience: Agile, Lean, and Project/Program management professional preferred.

Recruitment Knowledges, Skills, And Abilities (KSA)

Comprehensive knowledge of principles, policies, practices, regulations, and acquisition laws and program management support; and the mission, roles, functions, organizational structures, and operations of the DOD, Air Force, and organizations that govern, interface with, and influence systems acquisition and integrated life‑cycle management processes.

Expert knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs and support activities to ensure that programs are within schedule, baselines, cost, etc.; and of the activities and purpose of functional support personnel and ability to coordinate such aspects of system acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program direction.

Skill in using a high degree of originality and judgement; periodically and comprehensively assesses branch programs' goals, objectives, financial plans and budget estimates and approves strategic ways ahead.

High level ability to gather and analyze a variety of program information; plan, organize, integrate and manage a variety of acquisition functions and personnel in providing program support; and make sound judgments concerning program activities and progress.

Ability to plan, organize, and direct teamwork, and to negotiate with management to accept and implement recommendations, where the proposals involve substantial resources, require extensive modifications to program documents, established procedures, or may be in conflict with the desires of customer activities.
