Mobile Integrated Healthcare Program Manager

Overview
The Vermont Department of Health (VDH) seeks an individual with emergency medical services (EMS) and public health experience to serve as a Mobile Integrated Healthcare (MIH) Program Manager. The role is central to the Mobile Integrated Healthcare Development Team within the Office of Emergency Medical Services (OEMS) and focuses on planning, developing, implementing, and managing a statewide MIH program for the Vermont EMS system.

Responsibilities

Coordinate with state and community partners to facilitate collaboration across EMS and health care entities, providing recommendations and technical support for the design, implementation, and ongoing improvement of MIH programs.

Work with early MIH program adopters to support regional implementation and build the framework for statewide program growth, including development of program recognition criteria.

Participate in the review and approval process for MIH program applications submitted by EMS agencies and recommend statewide expansion based on pilot outcomes.

Conduct research on MIH regulatory approaches used in other states and assist in the development of proposed statutes related to Vermont MIH program recognition and oversight.

Support higher‑level strategic planning and priority setting around MIH programming, and develop model operational and clinical protocols.

Design and implement a standardized education and training infrastructure for phased statewide rollout of the MIH program.

Develop and manage a plan to collect and manage data entered into the state data system specific to MIH, including integration of ImageTrend’s Community Health Module with the EMS ePCR system, SIREN.

Partner with OEMS to develop a continuous quality improvement or evaluation plan, analyze and interpret data, and prepare program reports.

Minimum Qualifications

Master’s degree in public health, public administration, business administration, environmental science, emergency response, human services, social sciences, or a related health field AND at least one year of experience in public health or human services programmatic work, including team or project leadership.

OR Bachelor’s degree in a related field AND at least two years of experience in public health or human services programmatic work, including team or project leadership.

OR Two years of experience as a Public Health Specialist II.

OR One year of experience as Public Health Specialist III.

Preferred Qualifications

Experience leading a team or project.

Environmental Factors
Work is performed in both a standard office and field settings. Private transportation is required for travel. Stress may be anticipated when dealing with emotionally charged situations involving families and allocation of program resources.
