Overview

Brief Description

The Environmental Specialist is responsible for ensuring the Conemaugh Generating Station’s ongoing compliance with federal, state, and local environmental regulations, as well as owner directives and corporate environmental policies. This role serves as the site subject-matter expert for environmental compliance—particularly water and waste management—and partners closely with plant leadership, operations, and corporate environmental teams to support regulatory reporting, monitoring programs, inspections, and continuous improvement initiatives. The Environmental Specialist plays a critical role in risk mitigation, regulatory readiness, and environmental performance, with direct impact on the station’s operational continuity and compliance standing.
Responsibilities

Support environmental compliance activities with a primary focus on water, wastewater, stormwater, waste, and residual management.
Coordinate weekly, quarterly, and annual sampling of process and stormwater outfalls under the facility’s NPDES permit.
Serve as the liaison with third-party laboratories to ensure timely and accurate sample analysis.
Prepare, review, and submit Discharge Monitoring Reports (DMRs) and other required regulatory filings.
Coordinate storage, transportation, disposal, and reporting for hazardous and non-hazardous waste, including residuals.
Perform routine inspections of waste areas, impoundments, landfills, and tanks.
Maintain tank registration records and coordinate regulatory tank inspections and repairs with licensed contractors.
Support regulatory agency inspections, internal audits, and third-party compliance reviews.
Coordinate and participate in environmental testing programs, including notifications, contractor oversight, data evaluation, and compliance verification.
Conduct EPA Method 9 stack observations as required.
Respond to environmental system upsets or monitoring system failures, including field data collection, root cause analysis, and corrective action development.
Develop and implement site-level compliance tools, process improvements, and best practices.
Provide technical guidance, training, and documentation support to plant operations and leadership.
Partner with plant management, operations personnel, corporate environmental teams, and owner representatives to support environmental initiatives.
Support the Station Strategy & Compliance Manager and participate in special projects as assigned.
Requirements

Bachelor’s degree in Environmental Science, Environmental Engineering, or a related discipline from an accredited institution.
Minimum of 5 years of environmental compliance experience in power generation or a regulated industrial environment.
Demonstrated experience with water and waste compliance programs.
Ability to work independently, manage multiple priorities, and exercise sound judgment in regulatory matters.
Preferred

Master’s degree in a relevant scientific or engineering discipline (may substitute for two years of experience).
Experience supporting NPDES, RCRA, and wastewater permitting programs.
Familiarity with environmental systems and tools such as PI, StackVision, and electronic logbooks.
Certifications

EPA Method 9 certification and RCRA hazardous waste handling certification (required; may be obtained after hire if not current).
Industrial wastewater operating license preferred.

Working Conditions

This position operates in a combination of office and industrial plant environments. The role requires the ability to wear personal protective equipment (PPE), including hard hats, safety glasses, hearing protection, and respirators. Occasional work outside normal business hours and limited travel may be required to support station needs.
Summary

Applicants must possess a valid driver's license and maintain a clean driving record, as this position requires occasional travel for company business. Candidates should be comfortable operating a vehicle as part of their job responsibilities and must meet any applicable company and insurance requirements.
