Summary
Functions as a clinical expert and is responsible and accountable for all elements of the nursing process when providing or supervising direct patient care. Assesses, plans, implements, and evaluates delivery of care based on age‑specific components. Assumes responsibility for the coordination of care focused on patient education, self‑management, and customer satisfaction throughout the continuum of care.

Qualifications

English Language Proficiency (basic written and spoken English required in accordance with 38 U.S.C. 7403(f))

Graduate of a school of professional nursing approved by an accrediting agency (ACEN or CCNE) or completed equivalent coursework in a master’s‑level bridge program, with opportunity to receive a registered nursing license upon completion.

Upon achieving a state license, the individual may be appointed on a temporary basis and later converted to a permanent appointment after completing the bridge program (reference VA Handbook 5005 – Appendix G6).

Foreign‑educated nursing graduates must have current, full, active, and unrestricted registration from a State, Territory, or Commonwealth of the United States (or the District of Columbia). Equivalent degrees higher than an associate degree require formal equivalency validation from a recognized evaluator such as International Consultants of Delaware.

Graduate Nurse Technician (GNT) candidates who meet basic education requirements but lack licensure may be appointed at the entry grade and level as a GNT on a 120‑day temporary appointment, up to two years, while pursuing licensure. (Note: Grandfathering provision applies to current VHA staff in the 0610 series as of 1/29/2024.)

Duties

Influences care outcomes by collaborating with interdisciplinary team members and creating innovative process‑improvement initiatives.

Acts as the first‑line supervisory authority responsible for 24/7 operations of assigned units and provides coverage for other nurse managers as needed.

Directs and supervises orientation, training, staff development, and performance evaluation.

Serves as a role model and educator, providing leadership and coaching to the team.

Collaborates with interdisciplinary team to remove barriers, implement evidence‑based programs/processes, and promote high‑quality, cost‑effective outcomes.

Engages in professional organizations to enhance leadership and career growth.

Adheres to ethical principles, fostering accountability at personal, organizational, and staff levels.

Equips staff with tools for lifestyle‑competent care and promotes a culture of accountability.

Cultivates alliances across the care continuum, fostering trust through active listening, engagement, and emotional intelligence.
