Description
The City of Richmond Department of Public Works is seeking a highly qualified candidate for the position of Maintenance and Operations Crew Supervisor in the Roadways Division. The incumbent will provide oversight of city maintenance tasks, supervise crew and equipment operators, and perform advanced routine maintenance for city roadways and alleys.

Duties

Direct, supervise, evaluate, and perform work performed by assigned crew.

Coordinate training and provide guidance, feedback, and training to crew members.

Implement hiring, termination, and disciplinary actions related to staffing matters.

Direct workflow and develop maintenance schedules.

Investigate and resolve citizen concerns and complaints.

Participate in long‑range planning for the Division.

Develop strategies and implement decisions about acquisition and use of equipment, materials, and supplies.

Ensure inventory levels are managed and monitored efficiently.

Coordinate with contractors, vendors, and other service providers regarding resources.

Serve as a lead worker as required.

Perform other related duties as required.

Work during declared emergencies and major weather events as an essential employee.

Training and Experience

High school diploma or GED.

Two (2) years of experience in the assigned area.

Equivalent combination of training and experience (as approved by the department) may meet the minimum qualifications.

Preferred Qualifications

Five (5) or more years of roadway maintenance experience.

Two (2) or more years as a crew supervisor or lead.

Prior construction experience or inspection of construction projects.

Knowledge of general maintenance procedures and practices.

Licensing, Certifications, and Other Requirements

Valid driver’s license with a satisfactory driving record.

Valid Commonwealth of Virginia driver’s license within 30 days of hire.

Some assignments may require a valid Commonwealth of Virginia commercial driver’s license.

Knowledge, Skills, and Abilities

Knowledge:

Supervising practices; maintenance procedures and practices; maintenance equipment and tools; Miss Utility laws and rules; safety rules and regulations, OSHA laws and rules; City of Richmond rules and standards; traffic control; service repairs; fire alarms and sprinkler systems; grading; natural gas systems; American Water Works Association (AWWA) industry standards; water treatment and distribution systems; valves, hydrants, blow offs, meters, bypasses, services; pressure zones; Microsoft Office Suite; electronic databases and related software.

Skills:

Effective oral/written communication; customer service; report writing; reading comprehension; drafting/drawing; record‐keeping; water pipeline repairs; operating valves and hydrants; leadership; training.

Abilities:

Operate equipment and tools related to the assignment; establish goals and objectives; organize and coordinate; problem‑solve.
