Kelso Industries is seeking an experienced Certified Payroll Specialist to support multiple Operating Companies (OpCos) performing Davis-Bacon and prevailing wage work across multiple states. This role is critical to ensuring full compliance with federal, state, and local wage regulations while delivering accurate, timely certified payroll reporting for government-funded construction and industrial projects. The ideal candidate is highly detail-oriented, compliance-focused, and comfortable navigating the complexities of multi-state payroll and varying prevailing wage requirements.
Responsibilities
Process and review certified payrolls for multiple OpCos performing Davis-Bacon and prevailing wage jobs
Ensure full compliance with:
Davis-Bacon Act
Federal and State prevailing wage laws
State-specific labor, tax, and payroll regulations across multiple jurisdictions
Prepare, review, and submit certified payroll reports (weekly and as required) to government agencies, general contractors, and project owners
Maintain accurate classification of labor categories, wage rates, fringe benefits, and deductions
Audit payroll data for accuracy, compliance, and completeness prior to submission
Respond to payroll audits, compliance inquiries, and requests from internal teams and external agencies
Partner closely with HR, Finance, Project Managers, and OpCo leadership to resolve payroll discrepancies and compliance issues
Maintain up-to-date knowledge of prevailing wage determinations and regulatory changes
Support payroll system configuration and process improvements related to certified and multi-state payroll
Maintain confidential employee payroll records in accordance with company policy and legal requirements
And other projects and tasks that may arise as dictated by the scale and scope of Kelso's growth
Required Qualifications
3+ years of experience processing certified payroll under the Davis-Bacon Act, including preparation and submission of WH-347 forms
Prepare, review, and submit certified payroll reports, including WH-347 forms, (weekly and as required) to government agencies, general contractors, and project owners
Demonstrated experience supporting multi-state payroll operations
Strong knowledge of:
Prevailing wage regulations
Wage determinations and classifications
Fringe benefit calculations
Experience working with multiple operating entities or decentralized business structures
Proficiency with payroll systems (e.g. ADP, Workday) and certified payroll reporting tools
Advanced Excel skills and strong attention to detail
Ability to meet strict deadlines in a high-volume, compliance-driven environment
Preferred Qualifications
Certified Payroll Professional (CPP) or equivalent certification highly preferred
Experience in construction, industrial, or skilled trades environments
Prior experience supporting geographically dispersed teams
