Overview
Under supervision and utilizing a team approach, provides direct casework services to children, birth families, kinship caregivers, and foster families in situations involving abuse, neglect, dependency, risk to harm, and/or families in need of services. Performs investigations, assesses child risk and safety, and provides ongoing direct casework services to support the well‑being and permanency of children. Exercises independent judgment within established policies, procedures, and legal guidelines. Works in a combination of office and field settings with direct interactions and face‑to‑face contact with children, families, caregivers, and community partners in complex and high‑risk situations. Develops and implements service plans, coordinates resources, and monitors progress toward safety and permanency goals. Maintains required documentation and complies with regulatory standards.
Responsibilities
Provide direct casework services to families in which children may be dependent, neglected or abused; secure protection for children from potentially abusive environments.
Conduct home visits with parents, children, kinship caregivers, and foster families to ensure proper care of children.
Assess family functioning, risk to children, and available supports to establish a plan for services that ameliorates conditions placing children at risk.
Assess client needs and implement services promoting family preservation, placement stabilization, family reunification, concurrent planning, and permanency for children.
Collect data for possible legal action and present facts as evidence in court cases.
Support and develop a team approach when working with birth families, kinship caregivers, and foster families.
Ensure youth receive educational independent living services and enable families and children to utilize appropriate community resources.
Develop and maintain constructive relationships with other agencies involved with children and families; maintain contact with service team members including treatment specialists, educational providers, medical providers, etc.
Provide services to foster families to maintain children in placement and support timely reunification; provide an alternative permanent plan as a last resort.
Perform required record keeping and paperwork; prepare written assessment reports and related documentation.
Attend staff meetings, case conferences, workshops, in‑service trainings, and meetings; ensure cultural issues are addressed in client case plans.
Provide specific services to foster families to enhance their experience, understanding of placement processes, roles and responsibilities, and capacity to accept and maintain children while supporting reunification; advocate for natural families and foster families.
Contribute to decision making for matching children with foster homes; coordinate placements including pre and post placement activities.
Perform other related duties as required and assigned.
Specialized assignments
Health Services: Assess child history and needs, align Managed Care Plan selection to meet health needs; process and track payments and appeals; review invoices for Medicaid benefits; coordinate with caseworkers and providers to promote required assessments; monitor performance and recommend outcomes improvements; coordinate with MCP providers to ensure an assigned Care Coordinator; serve as liaison with MCPs.
Afterhours (Third‑Shift): Provide telephone intake services, document referrals in SACWIS, coordinate emergency responses with police/hospital/community professionals, locate placements for emergencies, address cultural issues in case plans, and participate in crisis coverage and related duties.
Independent Living: Provide intensive aftercare services to youths ages 18–21; develop and implement Independent Living and Emancipation plans; deliver training and support on life skills; coordinate transitions, organize seminars, maintain records, and track program data; administer assessments and facilitate transition planning and emancipation readiness.
Qualifications
CWC 1 – Bachelor’s Degree in Social Work, Public Administration, Education, or related field; or equivalent evidence of minimum class requirements.
CWC 2 – Master’s Degree in Social Work, Public Administration, Education, or related field. Preference given to candidates with field placements or volunteer experience involving casework responsibility with families and children; or Bachelor’s Degree in related field plus at least two years of related experience in Child Welfare; or equivalent evidence of minimum class requirements.
CWC 3 – Master’s Degree in Social Work, Public Administration, Education, or closely related field plus two years of experience in Child Welfare, or Bachelor’s Degree plus five years of Child Welfare experience; or equivalent evidence of minimum class requirements.
Driving Requirement: Must maintain a current valid United States driver’s license with a good driving record and proof of valid auto insurance.
Training and Development: First Aid, Defensive Driving, Car Seat Installation & Safety.
