Senior Project Manager / PMO Lead (Washington)

Job Summary:
Avid Systems is seeking a Senior Project Manager / PMO Lead to support the District of Columbia Department of Health Care Finance in direct support of the DC Access System. This role will serve as a senior member of the DCAS Program Management Office and will be responsible for driving structure, consistency, governance, and execution across a portfolio of complex technical projects.
The ideal candidate is a proactive, highly organized leader with deep experience in SDLC governance, project portfolio management, vendor coordination, stakeholder communication, and public-sector or healthcare technology environments.

Key Responsibilities:
Lead and enforce SDLC processes across DCAS projects, including requirements, design, QA, UAT, OCM, readiness, and implementation.
Establish, maintain, and improve PMO processes, procedures, templates, governance structures, workflows, checklists, and RACI charts.
Oversee the DCAS project portfolio, ensuring timelines, risks, dependencies, resources, and deliverables are proactively managed.
Review and approve project plans, schedules, status reports, dashboards, and project artifacts for completeness and accuracy.
Serve as a senior escalation point for project managers, stakeholders, vendors, risks, issues, and delivery concerns.
Lead project intake, prioritization, tracking, reporting cadence, executive updates, and portfolio dashboards.
Provide coaching, direction, and quality review for project managers and cross-functional teams.
Coordinate across vendors, partner agencies, business teams, technical teams, and internal stakeholders.
Hold vendors accountable for deliverables, timelines, quality expectations, risk mitigation, and communication standards.
Monitor compliance with federal, local, and agency policies and ensure project documentation meets required standards.
Support change management, organizational readiness, and continuous improvement initiatives across the PMO.

Required Qualifications:
15+ years of progressive project and program management experience.
10+ years delivering high-value, client-facing software projects across multiple teams and customers.
10+ years developing and improving consistent, repeatable PMO processes and outcomes.
15+ years of experience managing people, performance, process development, and change management practices for medium to large teams.
Strong understanding of SDLC, system integrations, project governance, quality control, and implementation readiness.
Strong experience with project management tools such as Smartsheet, JIRA, SharePoint, Microsoft Office, and PowerPoint.
15+ years of analytical, quantitative, and problem-solving experience.
7+ years of operational leadership or consultative experience in a hospital, health system, or healthcare organization.
Thorough understanding of core business processes within healthcare organizations.
Experience with program development involving clinical evidence, outcomes, process flow analysis, and end-user relationships.
Bachelor’s degree in IT or a related field, or equivalent experience.
PMP certification required, or ability to complete PMP certification within one year of hire.

Preferred Experience:
Experience supporting public-sector health and human services programs.
Experience with eligibility systems or large-scale government technology modernization initiatives.
Experience managing multi-vendor environments.
Experience translating technical information into clear leadership-level reporting.
