Operational Domain Procedure Development (SCM Execution Layers)

We seek a C&SCM Supply Chain Management Consultant to support operational domain procedure development for Savannah River National Laboratory (SRNS) contracts and supply chain management. This position is contract-based (1099) with hybrid on‑site and virtual work in the Aiken, SC area and the broader southeastern U.S. region.
JOB OVERVIEW
Provide comprehensive procedural support for SRNS contracts and supply chain management. Develop and customize procurement and supply chain procedures, create standard operating procedures, templates, handbooks, and visual flowcharts, and conduct training and continuous improvement activities.
RESPONSIBILITIES AND DUTIES
Develop procedures for procurement, supplier readiness, field procurement, warehouse operations, receiving, delivery, inventory control, property management, excess, salvage, material access, chemical management, and related SCM programs.
Validate workflows with operational stakeholders and ensure alignment with DOE/NNSA mission requirements.
Conduct in‑depth review and analysis of prime contracts, governing documents, and applicable laws.
Create and maintain supporting documents, forms, terms, and conditions.
Implement support through virtual and in‑person training sessions.
Establish mechanisms for continuous improvement by collecting feedback and monitoring effectiveness.
DESIRED QUALIFICATIONS
8+ years of experience in supply chain, procurement operations, logistics, inventory, property, warehousing, or supplier management within DOE/NNSA, federal, defense, energy, nuclear, or highly regulated environments.
EDUCATION / EXPERIENCE REQUIREMENTS
Bachelor’s degree in supply chain, logistics, operations, business, engineering, or related field; preferred certifications: CPSM, CSCP, CPIM, CPM, NPMA or equivalent.
Experience with DOE/NNSA mission‑critical supply chain operations and regulatory compliance.
SKILLS REQUIRED
Management and financial consulting, acquisition and grants management support, and business program and project management expertise.
Proficiency in SCM operations, supplier lifecycle management, inventory and warehouse workflows, property accountability, logistics, and procurement execution.
Strong operational judgment, mission focus, process discipline, collaboration, accuracy, safety, compliance awareness, and continuous improvement mindset.
OTHER REQUIREMENTS
Proficiency with Microsoft Office (Excel, Access, Outlook, PowerPoint, Word), Adobe Acrobat, Visio, and data analytics tools.
