Literacy Supervisor (PK12)

Fredericksburg City Public Schools Primary Function The Literacy Supervisor (PK12) provides division-level leadership to ensure full implementation of a comprehensive and rigorous literary program. This includes supporting evidence-based literacy instruction; coordinating division wide intervention systems; collaborating with literacy coaches, Reading Specialists, and administrators; and ensuring FCPS maintains compliance with Virginia Literacy Act (VLA) mandates for curriculum, assessment, professional development, and reading plan development. The Supervisor plays a key role in strengthening instruction, aligning curriculum, analyzing literacy data, overseeing K12 intervention systems, and ensuring families are partners in their child's literacy development.
Position Location: Fredericksburg City Public Schools Central Office Reports To: Executive Director of Teaching & Learning or designee.
Qualifications

Required Master's degree in literacy, reading, curriculum & instruction, or educational leadership. Valid Virginia teaching license. Minimum three years of successful teaching experience. Preferred At least three years of literacy-focused leadership or coaching experience, with proven results of excellence. Reading Specialist endorsement strongly preferred. Several years of successful ELA/literacy experience leading adult learners. Demonstrated expertise in the science of reading and evidence-based literacy instruction required under the VLA. Strong interpersonal, communication, analytical, and collaboration skills. Commitment to educational equity and evidence-based literacy intervention practices.
Responsibilities

Instructional Leadership & Collaboration Ensure implementation of evidence-based literacy curriculum across K12 and support supplemental instruction consistent with VLA mandates. Partner with literacy coaches to support aligned curriculum, pacing, and assessments, ensuring all practices reflect evidence-based instruction defined by the VLA. Conduct informal walkthroughs with coaches and administrators to strengthen literacy instruction and identify intervention needs aligned to VLA literacy benchmarks. Provide non-evaluative coaching and modeling to Reading Coaches and school-based literacy staff to support implementation of the VLA-required evidence-based reading instruction framework. Support vertical articulation and coherence of literacy instruction across PK12 in alignment with VLA guidance.
Professional Learning & Research Partner with the Teaching & Learning Department to develop and deliver professional development required by the VLA, including training on evidence-based literacy instruction, assessment practices, and intervention design. Supervise Reading Coaches and specialists, clarifying roles and ensuring effective coaching models. Ensure all teachers, Reading Coaches, and administrators receive VLA-aligned ongoing training and meet VLA expectations related to literacy instruction and screeners. Maintain up-to-date knowledge of VLA requirements, VDOE updates, recommended curriculum lists, and statewide initiatives. Participate in VDOE sessions, conferences, and division literacy implementation networks. Design and deliver professional learning for principals, coaches, teachers, specialists, and support staff on curriculum, instruction, assessments, and intervention practices.
Data-Driven Support & Program Monitoring Oversee implementation and monitoring of VLA required literacy screeners and ensure teachers use approved tools to inform instruction and intervention. Analyze division-wide literacy data to identify student needs, determine intervention supports, and inform updates to the FCPS Division Literacy Plan required under the VLA. Guide instructional decisions for the division and in schools, relating to literacy. Support Reading Coaches in developing, monitoring, and revising student reading plans (SRPs) for students not meeting literacy benchmarks, ensuring legal compliance with VLA requirements for family involvement. Assist with preparing literacy reports, presentations, and compliance updates for FCPS administration and the School Board.
Program & Initiative Coordination Collaborate division wide literacy efforts including summer literacy programming, family engagement events, and supplemental initiatives to support reading development. Provide and distribute evidence-based literacy resources to families, as mandated by the VLA's requirement for family access to online literacy support tools. Support schools in meeting staffing expectations for Reading Coaches and intervention support structures required by the VLA (e.g., ensuring FCPS meets ratios such as one Reading Specialist per 550 K3 students).

Additional duties may be assigned as necessary to ensure full compliance with the VLA and to support the literacy needs of all FCPS students. Salary $78,370 - $123,485 Instructional Supervisor Position is funded through Title 1.
