Summary:
The Treatment Foster Care (TFC) Program Manager plays a critical leadership role in supporting children and families through safe, stable, and therapeutic foster care placements. This position combines clinical insight, program leadership, and relationship-building—overseeing foster home placements, guiding treatment planning, and supporting foster parents and staff. As a key liaison between families, community partners, and placing agencies, the Program Manager helps ensure every child receives the care, structure, and support needed to thrive.
Success In This Role Looks Like:
Children are thoughtfully matched with foster homes that meet their individual needs
Foster parents feel supported, prepared, and confident in providing care
Treatment plans are developed, implemented, and adjusted to support measurable progress
Strong partnerships are maintained with DSS, schools, healthcare providers, and other stakeholders
Program documentation, licensing standards, and compliance requirements are consistently met
Staff are supported through effective supervision, coaching, and clear expectations
Crisis situations are managed with professionalism, urgency, and care

This role offers advancement opportunities within Human Kind’s foster care and family services programs, including senior program leadership and director-level roles, as well as broader leadership pathways across the organization.
What You Bring To The Team:
Proven ability to supervise, coach, and support staff effectively
Strong assessment and critical thinking skills to evaluate child and family needs
Experience developing and managing service or treatment plans
Strong organizational and documentation skills with attention to detail
Ability to manage multiple priorities and respond effectively in crisis situations
Commitment to providing culturally responsive, child-centered services
Requirements for Consideration:
Bachelor's degree in human services field
Five years of case management for children and families
Two years of experience supervising three or more direct reports
Knowledge of Virginia foster care standards and regulations
Valid driver’s license and acceptable driving record
Ability to complete, pass, and maintain all required background checks and drug test
