Salary: $25.40/hour – $34.14/hour
Summary

Provide technical and analytical support for cash management, trust administration, and debt reporting functions. Maintain accurate financial records by reconciling transactions and preparing detailed operational schedules and documentation. Facilitate statewide banking operations, ensure timely financial reporting, and assist in federal compliance preparedness to support organizational efficiency and regulatory adherence.
Your Experience Counts

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
Minimum Qualifications

Education/Experience: Bachelor's degree and 1 year of experience OR equivalent combination of 5 years of education and experience after high school, including finance, business, banking, business administration or a related field.
License/Certification: None.
Other Requirements: Successful completion of a criminal record check.
Trainee Option: Candidates with an equivalent combination of 4+ years of relevant education and experience may be considered and hired in trainee status.
Preferred Qualifications

Advanced proficiency in Microsoft Excel, with the ability to apply financial concepts such as net present value, future value, internal rate of return, and yield analysis. Highly skilled in the Microsoft Office Suite and other desktop applications. Familiarity with banking products and services, strong verbal, written, and analytical communication skills.

Responsibilities

Assist in overseeing daily cash activities, monitoring account balances, funding bank accounts, and preparing comprehensive cash flow and investment reports.
Prepare, review, and maintain accurate reports for trust and custodial accounts, ensuring compliance with regulatory and organizational standards.
Review and analyze investment transactions, record interest postings, and prepare detailed accounting entries to support financial reporting.
Coordinate financial activities with banking institutions, scheduling meetings, soliciting competitive rates for fixed‑income products, and ensuring effective communication.
Assist in assessing banking products and services by analyzing costs, performance metrics, service quality, and reviewing unusual or complex transactions.
Organize and maintain critical documentation such as signatory authorizations, collateral agreements, and records related to account openings and closures.
Coordinate the statewide bank account inventory process, facilitate year‑end reporting, and ensure compliance with relevant executive orders and regulatory certifications.
Track bond proceeds expenditures, maintain detailed records of capital project expenses, bond allocations, and related project‑specific documentation.
Prepare detailed debt service accounting schedules, assist in developing debt amortization schedules, and compile reports required for the Annual Comprehensive Financial Report.
Support IRS and MSRB compliance activities by gathering necessary data, preparing supporting schedules and disclosures, maintaining organized records, and assisting in the drafting of disclosures for senior review.
Perform assigned tasks supporting the Office of Investment and Debt Management under guidance of the State Treasurer or Deputy Treasurer, ensuring alignment with organizational goals.
