DIVISION OF CHILD AND FAMILY SERVICES is recruiting for a Casework Management Specialist 3 in the Fernley Child Welfare office. Incumbent provides child welfare services to children and families to develop and implement a case plan that presents intervention strategies to meet the child’s needs, ensures children’s medical, mental health, and educational needs are met, and delivers strength‑based, family‑centered case management services that promote safety, well‑being, and permanency of children. Incumbent receives training in performing the duties outlined in the series concept.

Qualifications

Bachelor’s degree in an accredited college or university in early childhood education, special education, human growth and development, criminal justice, psychology, counseling, social work, sociology, gerontology, or a closely related social science or human services field.

Two years of professional experience providing casework services specific to children, adults, families, or vulnerable and/or older adults in a health and/or human services setting; OR one year of experience as a Casework Management Specialist II or Social Worker II in Nevada State service; OR an equivalent combination of education and experience above the Bachelor’s degree level.

Knowledge of applicable federal and State laws and regulations, agency policies and procedures, motivational interviewing techniques, Stages of Change Theory, client rights and confidentiality laws, and court procedures.

Skill in maintaining accurate case management records and entering data into an assigned database.

Ability to take decisive action to protect vulnerable at‑risk clients, apply advanced case work methods and principles, remain calm under stress, conduct home visits, supervise child/parent visits, testify in court, prepare reports and recommendations to the court, and monitor compliance with court orders.

Under general supervision, incumbents perform the full range of duties as described above.

Responsibilities

Develop, manage, and implement case plans and safety plans by interviewing clients, family members, collaterals, court stakeholders, and care providers to support safety, permanency, and well‑being.

Assess individuals/clients using agency‑approved assessment tools to evaluate, identify, and determine social service needs and advise clients of their service‑related rights and responsibilities.

Identify goals and develop strategies based on established objectives and available resources.

Review client history, report observations, recommend changes, remediate deficits, and provide intervention strategies.

Assist care providers in learning techniques to enhance the provider/client relationship.

Evaluate the effectiveness of the plan in meeting client, family, and care provider needs; revise as needed.

Utilize evidence‑based practices to bring about behavior change and ensure client goals are accomplished.

Monitor client and family progress; coordinate, monitor, and evaluate resources and services; make referrals; assist clients in obtaining financial assistance; coordinate services with outside agency providers.

Consult with other clinicians, social workers, medical personnel, vendors, contractors, school districts, courts, and other public agencies to exchange information.

Serve as a motivator and negotiator to arrange and resolve service delivery issues; utilize crisis intervention to manage angry, hostile, or combative clientele.

Conduct assessments, perform home visits, monitor follow‑up services, arrange transportation, prepare court reports, monitor providers, evaluate living environments, train care providers, review billing forms, and assist clients with program eligibility.

Adhere to all regulatory and agency standards for documentation; maintain case records; prepare and submit written reports, correspondence, and required forms.

Participate in multidisciplinary teams and scheduled meetings to discuss critical client issues; engage with local professionals to develop program awareness and partnerships; attend in‑service training, workshops, seminars, and continuing education to enhance performance.

Perform related duties as assigned.
