Position Overview
Contract Specialist (GS 14) – Finance and Facilities division, Unit: Multiple. Location: Huntsville, AL. Working Hours: 8:00 am – 4:30 pm. Job Type: Full‑time, Permanent. Multiple positions available.

Salary range: $77,772.00 – $101,110.00 (GS 14). Additional selections may be made from this announcement to fill positions with largely similar duties and responsibilities.

Major Duties
GS‑11 responsibilities include:

Providing guidance to technical staff on the development of statements of work and coordinating with legal and other offices.

Preparing and advertising solicitations, ensuring bid schedules, conducting pre‑bid conferences, reviewing bids, and determining vendor responsivity.

Conducting preliminary analysis for technical acceptability and conducting pre‑award surveys.

Participating in post‑award conferences, debriefings, and addressing protests, complaints, and inquiries.

Monitoring contract and project progress, briefing status updates, and ensuring milestones are met.

Executing full range of contract administration actions: issuing modifications, negotiating changes, exercising options, resolving delays, and overseeing contractor performance.

GS‑12 responsibilities expand to include:

Planning and executing acquisition strategies for complex, high‑dollar procurements.

Preparing solicitation documents that incorporate cost accounting standards, technical evaluation factors, and socioeconomic program considerations.

Acting as a business advisor, providing guidance on acquisition planning and solicitation strategy.

Evaluating complex procurement requests, recommending revisions to statements of work or specifications, determining contract type, and developing procurement plans.

Performing detailed cost and price analysis to determine fair, reasonable pricing.

Analyzing contractual issues, proposing alternative actions, and modifying standard procedures to resolve problems.

Qualifications
Minimum educational and experience requirements vary by grade level.

GS‑7 to GS‑12: A bachelor’s degree in any field or 24 semester hours in accounting, business, finance, law, contracts, purchasing economics, industrial management, marketing, quantitative methods, or organization and management.

GS‑13 and above: Completion of mandatory training for progression to GS‑13+, at least four years of contracting experience, with at least one year of specialized experience at the next lower level, and a bachelor’s degree that includes at least 24 semester hours in the specified fields.

Specialized Experience (SE)

GS‑11:

At least one year of experience equivalent to GS‑09 in applying contracting principles for pre‑award or post‑award actions, and experience in problem identification, reporting findings, and making recommendations.

GS‑12:

At least one year of experience equivalent to GS‑11 in recommending revisions to statements of work, determining contract type, performing cost/price/best‑value analysis, and resolving contractual issues.

Training is achievable on the job and may be completed in accordance with FBI Procurement Training Plans.
