Job Description
JSL Technologies, Inc. is seeking qualified Motor Vehicle Mechanics to support Civil Engineering Support Equipment (CESE), Non‑Tactical Vehicles and Equipment (NTVE), and Material Handling Equipment (MHE) maintenance operations at the Navy Medical Readiness Logistics Command (NMRLC), Cheatham Annex. This is a contingent hire, pending contract award. The incumbent will perform organizational level maintenance, inspections, preventive maintenance, and corrective repairs on a variety of vehicles and equipment supporting Expeditionary Medical Systems (EXMEDS) programs.
Requirements
Minimum Qualifications
Education
High School Diploma or equivalent
Experience
Minimum five (5) years of experience as a mechanic
Required Skills and Certifications
Valid Commercial Driver's License (CDL) with Class A endorsement
Standard transmission capability
Trailer endorsement
Certified ASE in one of the following or similar:
Medium‑Heavy Truck
Military Tactical Wheeled Vehicle Series
Other advanced level ASE Certifications
Certification to operate 4‑30K forklifts (or ability to obtain)
Other Requirements
Ability to obtain a Common Access Card (CAC)
Must be a U.S. citizen
Ability to pass background investigation
Must complete required DoD/BUMED IT security training
Essential Duties and Responsibilities
Vehicle Maintenance
Perform organizational level maintenance services on CESE, NTVE, and MHE
Conduct basic maintenance including inspection, checking/topping off fluids, replacing batteries, load testing generators, cycling equipment, and annotating discrepancies
Perform preventative maintenance in accordance with NMRLC CESE Quarterly Cycling Checklists and/or OEM Manuals
Perform corrective (unscheduled) maintenance and repairs
Replace headlights, change tires, charge/replace batteries, and perform limited repairs
Equipment Preservation
Maintain fuel levels at 1/4 tank for all equipment unless otherwise directed
Ensure battery‑disconnect switches are shut off or negative battery terminals disconnected
Maintain tire pressure at manufacturer recommended levels
Tighten or replace all engine belts
Add POLs (Petroleum, Oils, and Lubricants) as needed
Repair/replace markings, labels, and decals
Ensure all doors and windows are closed
Documentation & Records
Generate Equipment Repair Orders (EROs) for annotating all equipment discrepancies
Utilize Material Readiness Assessment (MRA) forms to document Limited Technical Inspections (LTI)
Enter all maintenance actions into DMLSS Equipment & Technology Management (E&TM) Module or other government databases as directed
Maintain equipment history jackets for each piece of equipment
Document worker time on equipment within each work order
Scan and electronically attach supporting documentation (EROs, DA 2404, outside maintenance, parts receipt documents, quotes, inventory lists, calibration certificates) to work orders
Inspections
Perform prestart and post‑operation vehicle inspections
Conduct walk‑through surveillance inspections to identify problems (leaks, damage, etc.)
Perform complete operational tests of CESE quarterly
Ensure 25% of CEE units are inspected each quarter to complete all CEE inspections annually
CESE Support
Receive CESE from EXMEDS retrogrades, new receipts, and returns from maintenance activities
Clean, fuel, update records, and stow CESE as identified by NMRLC local instructions
Inspect retrograded and new receipts and note shipping damages
Remove previous shipping, Maritime Pre‑positioning Force (MPF), inventory control labels, and RFID tags during cleaning
Prepare CESE for shipment via air or surface, including fueling/defueling to Government specified levels
Cleaning
Pressure washes all exterior surfaces
Remove all trash and debris from equipment interiors
Perform cleaning prior to storage in warehouse, at completion of maintenance, and while staging CESE for deployment
Safety & Compliance
Comply with all fire, security, and safety regulations (OSHA, CFR)
Follow regulations defined in DODINST 4500.36, NAVFAC P-480, Department of Transportation, and NAVFAC P-300 for management of motor vehicles
Report accidents/mishaps and property damage to COR/ACOR immediately
Coordinate transfer of CEE to and from maintenance facilities
Required Skills and Competencies
Ability to diagnose and repair mechanical issues on a variety of vehicles and equipment
Ability to read, interpret, and apply reference materials such as manufacturer manuals, regulations, catalogs, records, and orders
Ability to read and speak the English language with correct grammar, spelling, punctuation, capitalization, and format
Proficiency in US standard office equipment (computers, copiers, fax machines, telephone systems)
Strong ethical principles and customer service skills
Excellent communication skills (written and verbal)
Ability to work independently and as part of a team
Physical Requirements
Light to moderate physical effort required
Walking, standing, reaching, bending, and moving items
Lifting and carrying items over 45 lbs
Work is performed on hard surfaces
Performance Standards
95% of all monthly scheduled CEE workorders shall be in a ready for issue status
95% of deliverables submitted timely and without rework required
100% accuracy in monthly invoicing
100% compliance with contractor quality control plan
All performance elements rated Satisfactory or higher in annual COR report
Security Clearance
Applicants must have an active security clearance and/or the ability to obtain and maintain a US Government Security Clearance. Selected candidates will be subject to a government security investigation and must meet eligibility requirements to obtain a DoD Government‑granted security clearance.
